Minimum Qualifications You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6 or 70.4 of the Civil Service Law.
52.6 Transfer:
For a 52.6 transfer to a(n) Information Technology Specialist 4, SG-25, you must have one year of permanent competitive service in an approved 52.6 title allocated to a salary grade 23 or above.
70.4 Transfer:
For a 70.4 transfer to this title, you must:
• have one year of permanent competitive service in a position allocated to a SG-23 or higher; and
• meet the current or anticipated open competitive minimum qualifications for this title; and
• not have failed the last promotion or open competitive examination for this title; and
• have passed an examination appropriate for this title and have standing on that eligible list.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.
Duties Description • Collaborate with business units from the Division of Retirement Services to gather and refine business requirements.
• Analyze functional requirements, as well as develop and review technical requirements and specifications.
• Investigate ways to apply delivered PeopleSoft technology as a solution to business problems, providing associated benefits and risks of the approach.
• Analyze the best approach for implementing customizations.
• Code new programs and modules as well as code changes to existing programs and modules.
• Assist team members with development tasks as needed.
• Assist team members in creation of design documents and other related system documentation. Review and approve final technical design.
• Communicate and negotiate with functional and business customers regarding work priorities. Provide feedback of the status of work being performed.
• Ensure that appropriate coding standards are met.
• Direct and supervise staff by communicating objectives and expectations, allocating resources, assigning tasks/projects, reviewing progress/deliverables, providing constructive feedback, etc.
• Work with manager and other team leads to develop team workplans.
• Perform the full range of supervisory responsibilities including, but not limited to, development and completion of comprehensive performance evaluations and review of timesheets and telecommuting journals.
• Encourage professional development for team members and develop training plans that will enhance the team’s ability to deliver solutions.
• Provide staff with training opportunities including, but not limited to on-the-job training, vendor sponsored events and formal outside training.
• Train new staff, when necessary, in helping them acquire new job duties.
• Keep current on Oracle PeopleSoft technology and mentor team members.
• Review and approve required administrative records (timecards, TDS entries, telecommuting journals, etc.) and provide guidance to team members regarding policies, procedures, time managing and other reporting.
• Perform program testing and/or tuning, and assist others as needed.
• Ensure test plans and test conditions are created, including regression conditions, and that all conditions have been successfully tested.
• Help staff troubleshoot production issues and provide on-call support.
• Check previous night’s batch processing results each morning, report and resolve outstanding issues.
• Conduct technical walkthroughs and code reviews of proposed system changes.
• Perform testing of code changes in development environment. Provide technical support to functional teams to help ensure successful user acceptance testing, as well as assist with remediation of defects found during user acceptance testing.
• Assist staff with implementing new features and resolving technical issues.
• Troubleshoot and resolve programming issues as reported by functional and business customers.
Additional Comments Knowledge, Skills, and Abilities
• Demonstrated experience in PeopleCode (More than 2 years to 5 years).
• Demonstrated experience in Object Oriented Programming (any Language) (More than 2 years to 5 years).
• Demonstrated experience supervising staff.
• Demonstrated experience in SQL.
• Demonstrated experience in conducting code reviews.
• Demonstrated experience in PeopleSoft Development Tools/Code.
• Demonstrated experience with programming tools/IDEs (i.e., Eclipse, Ultra Editor, etc.).
• Demonstrated experience with database management tools (i.e., Oracle SQL Developer, PL/SQL Developer, TOAD, etc.).
• Proficient at communicating with technical staff and customers alike.
• Strong analytical thinker with excellent troubleshooting and problem-solving skills.
• Demonstrated experience in handling high pressure situations, including the ability to work under tight deadlines, troubleshoot production issues (both during shift and on-call), and able to shift priorities with minimal guidance.
• Demonstrated experience in adapting to new technologies as environment changes.
• Strong self-starter, with ability to pick up quickly on new technologies even when training and access to in-house experts is limited.
