Minimum Qualifications A Bachelor’s degree and nine years of relevant experience in the field of workers’ compensation and/or governmental operations; at least four years of which must be managerial. Managerial experience must include responsibility for implementation of program goals and objectives within established budgets and supervision or coordination of staff to achieve specific objectives. The ideal candidate will also have high-level managerial experience in identifying areas for improvement, managing performance measures, and implementing business process re-engineering projects, including those improvements related to technology systems. Knowledge of the Workers’ Compensation Law and the administration of workers’ compensation claims is strongly preferred.
Substitution: A Master’s Degree may be substituted for one year of the non-managerial experience, and a J.D. or Ph.D. may be substituted for two years of the non-managerial experience.

Duties Description Under the direct supervision of the Executive Director, the Deputy Executive Director has general and direct oversight over the Board’s operational departments, as determined by the Executive Director, including but not limited to the Office of Operations and Office of Innovation. The Deputy Executive Director develops and interprets policies and advises the Chair and Executive Director on policy matters concerning Board operations. As a key member of the executive team, the incumbent:

• Assists the Executive Director in reviewing the Division’s budget and all other financial reports prepared by the Office of Financial Administration.
• Identifies operational goals and works with Directors and Division Heads to implements plans with achievable and measurable results.
• Plans and reviews methods regarding operations, special projects and new staff support programs.
• Formulates long- and short-range objectives for the executive team.
• Reviews performance of Division Bureaus and Offices regarding ultimate objectives, efficiency and conformance with the policies and standards of the Chair and the Board.
• Assists the Executive Director in the formulation of policies with respect to the overall administration of the Board’s activities and implements policies once established.
• Represents the Chair and Executive Director at meetings and conferences with high-ranking officials of other State agencies.
• Conveys Board policies and procedures to represent the Chair and Executive Director in conferences and meetings of groups and organizations interested in and affected by the programs of the Board.
• Conducts or participates in a variety of special projects or impact studies.
• Engages in outreach activities with Board stakeholders to determine and address concerns with appropriate action.
• Prepares reports of activities for the Chair or the Executive Director.
• Ensures Executive Director and Chair are kept apprised of all critical executive matters.
