Minimum Qualifications A current New York State DOH employee with one year of permanent or contingent-permanent service as Office Assistant 3 (CALC); or one year of permanent or contingent-permanent service in a title eligible for transfer under Section 70.1 of the Civil Service Law.

Preferred Qualifications:

Knowledge of DOH purchasing policies and NYS Finance Law. Experience with C, PA and OP contracts. Knowledgeable in Microsoft Excel, Adobe Acrobat, and SFS. Good communication skills, organization and time-management skills. Familiar with clerical functions, logging and documenting transactions. Ability to read, understand and apply laws, procedures, rules, regulations and guidelines without detailed direction. Ability to perform tasks accurately within prescribed time frames and excellent attention to detail.

Duties Description The Office Assistant 3 (CALC) will be responsible for a full range of purchasing activities for the Department of Health’s Wadsworth Center. The incumbent will perform tasks and activities in the preparation and processing of purchase orders for the purpose of purchasing supplies, materials, equipment, repairs, andvarious maintenance services. Illustrative duties include, but are not limited to: processing and invoicing of center-wide credit card SFS purchase requests and monthly credit card reconciliations; serve as liaison with vendors, administrators, program staff, and other internal and external stakeholders to describe goods and services required; and inform stakeholders of purchasing policies and procedures. They will also assist with the procurement process of center-wide discretionary and multi-year consumable and service contracts.

Additional Comments Permanent or provisional, full time. Transfer candidates may be asked for their social security number to verify eligibility. Provisional candidates will be required to take the next Civil Service promotional examination for Office Assistant 3 (Calc) and be eligible for immediate appointment from the resulting eligible list to maintain continued employment. If three or fewer New York State Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. Employees must have one year or more of permanent or contingent-permanent, competitive service in qualifying titles as described on the last Civil Service promotion examination held for this title, #37-839. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title.
