Minimum Qualifications Candidates must be reachable on the appropriate Civil Service eligible list.

Candidates must have permanently served at least one year in a title designated as appropriate for transfer in accordance with Section 52.6 of the Civil Service Law.

Duties Description Under the direction of Data Management & Analytics management, the Program Research Specialist 2 (SG23) position will have the following responsibilities/duties:
• Initiate discussions, planning and execution of research projects and report development
• Select the appropriate methods to analyze and evaluate data, considering the source of data and statistical tools to use to support Board initiatives
• Determine the information needed, the data sources to be used and collection methods to follow to support the work of the Board
• Identify data issues within sources for correction/modification
• Evaluate program areas including policy, procedure, legislation, objective, and cost effectiveness
• Identify actual or potential problem areas, trends, program accomplishments, and additional key performance indicators for programs
• Measure the progress toward and determine the soundness of program objectives
• Evaluate the effectiveness of alternative or corrective actions being considered for implementation by the Board
• Prepare written technical reports containing the analysis and interpretation of study findings along with recommended course of action based on study findings
• Draft internal procedures to provide continuity of processes for development of programs
• Be proficient in the use of Excel and Access
• Be proficient in the use of the Board’s data analytics tools, such as Pentaho

Supervisory duties:
In conjunction with the activities listed above, the incumbent may also have the following supervisory responsibilities:
• Assign and schedule work, provide instructions and assist subordinate employees to prepare reports, questionnaires, forms, tabulations, graphs, charts, and statistical computations
• Review work for accuracy and compliance with instructions
• Provide technical advice regarding program areas to subordinate staff
• Handle personnel issues as needed
• Prepare performance programs, evaluations, and probationary reports
• Ensure that staff have completed all required training
• Complete supervisory administrative and human resources tasks, including reviewing and approving staff timesheets in LATS
