Minimum Qualifications MINIMUM QUALIFICATIONS:

Eligible List Appointment: Candidates who are reachable on the Payroll Examiner 3 eligible list may be considered for appointment. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.1 Transfer to Payroll Examiner 3: Candidates must have one year of permanent competitive or 55b/c service in any of the following titles: Head Account Clerk, Human Resources Specialist 1, Human Resources Specialist 1 Labor Relations, Payroll Analyst 1, Senior Accountant, Senior Budgeting Analyst, State Expenditures Examiner 1.

Duties Description The New York State Education Department (NYSED) is seeking candidates for a Payroll Examiner 3 position in the Office of Human Resources Management (OHRM). This Office provides personnel services, staff development, labor relations and employee benefits to staff in various diverse program areas within the Education Department, including the Office of P-12 Education, the Office of Adult Career and Continuing Education Services, the Office of the Professions, the Office of Cultural Education, the Office of Higher Education, the Office of Performance Improvement and Management Services, and the Office of the Chief Financial Officer. Under the supervision of a Payroll Examiner 4, the incumbent will process payroll in an accurate and timely manner. Duties of this position include, but are not limited to, the following:

• Review and process payroll transactions for the Department’s Regular Payroll and Special Payroll including appointments, promotions, separations, and overtime;
• Enter payroll transactions into three separate automated systems: NYSTEP, PayServ, and ORACLE, the Department’s human resources system, ensuring that all transactions meet the payroll deadline and are in accordance with Civil Service, Office of the State Comptroller, and NYSED rules, regulations, policies and procedures;
• Calculate employee salaries for appointments, promotions, trainee advances and performance increments;
• Review and process employee payroll deductions in PayServ, including starting, changing or deleting deductions for taxes, retirement loans and arrears payments for three retirement systems, five different pre-tax savings programs, direct deposit, and SEFA;
• Provide customer service in person, on the telephone, by fax or through email to Department employees, supervisors, managers and outside agencies concerning payroll questions and problems;
• Process employment verification forms from mortgage companies, housing authorities, attorney offices, and insurance companies;
• Review and analyze payroll and personnel information reconciliation reports by comparing Department ORACLE information with NYSTEP and PayServ, identifying any discrepancies, researching the issue, consulting with the personnel staff and control agency auditors as necessary, and making the required corrections in the appropriate systems;
• Perform general office tasks such as filing, faxing, and photocopying, as required; and
• Supervise Payroll Examiner 2 and support staff within the payroll unit by overseeing work, and providing guidance and training as necessary.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent-permanent appointment. Promotions and transfers may change appointee’s negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.
