Minimum Qualifications Minimum Qualifications
Bachelor's degree plus seven years relevant experience, including four years supervising and evaluating professional staff.
Preferred Qualifications
Master's degree in Computer Science or related field plus eight years of relevant experience, including four years of management experience supervising IT infrastructure or application personnel. Knowledge of finance, grants, or construction systems.

Duties Description Primary Purpose
The Assistant Director, Application Services is responsible for establishing the strategic direction on all aspects of application design, implementation and support in partnership with DASNY’s IS Director and business leaders. The Assistant Director, Application Services manages and oversees several highly complex, large scale, enterprise-wide technology initiatives concurrently and serves as technical lead and business liaison responsible for identifying opportunities to improve operational productivity through the automation of business processes. Highly complex projects can have unique variables such as, project scope, budget, schedule, and staffing, management, delivery and execution approaches, service level of agreements, project phases, rollout methods, customer orientation and expectations, and policy issues and considerations.
Essential Functions
Requires independent judgment and high-level decision making.
Manage, oversee, and define roles and expectations for unit staff. Provide clear direction to ensure consistent progress is made toward set unit goals.
Recognize and value the contribution of supervised staff; ensure performance standards are met within the assigned chain of command and promote growth and development with an ongoing commitment to coaching and mentoring staff.
Develop and manage multiple, complex I.S. projects that may represent migrating core systems and services from existing legacy platforms to a cloud or SaaS solution that may span multiple years impacting existing business processes and workflows. Scope may include defining objectives, developing system requirements, determining staffing resource needs, monitoring progress and reporting regularly to project stakeholders, DASNY’s IS Director and business leaders.
Oversee, perform, and direct performance of feasibility studies and cost benefit analyses based on facts gathered about current or proposed systems enhancements to address business needs.
Provide for comprehensive software, processing, systems control concepts and documentation, including full recovery capabilities, training materials and on-line help for project users; survey user satisfaction to determine need for improvements.
Oversee and/or prepare Requests for Proposals (RFPs), as needed, participate in the evaluation of responses and selection of solutions to enable the business teams to optimize their work activities.
Maintain current knowledge of new products and trends in application design and best practices with a focus on reducing manual processes and implementing automation to streamline business work flows.
Ensure staff analyze and document client's business requirements and processes; communicate requirements to technical personnel by requiring the construct of basic conceptual data and process models, including process flowcharts and technical specifications.
Assists business users, project managers and IT leadership in optimizing the scope, benefits, and risks of proposed projects; help manage expectations of users and management.
Perform and/or oversee root cause analysis, document, and use the results for process improvement.
Set training objectives for the team that align with business needs and raise competencies.
Identify opportunities for process improvements and provide analysis, propose change strategies, and communicate proposed strategies appropriately.
Maintain a consultative approach with stakeholders while presenting information that is comprehensive, organized and prepared in a professional manner that can be consumed by the applicable audience.
Oversee some security administration functions regarding user accounts and passwords and the associated procedures for reviewing, logging, and implementing access rights for applications.
Assist in identifying and applying the appropriate security controls for user access to data.
Manage, guide and mentor department staff across units to foster development and growth with junior and mid-level IT personnel.
Manage and supervise the design, programming, testing, debugging, documentation, and implementation of custom applications that are selected for in-house development.
Manage and supervise the design, programming, testing, debugging, documentation, and implementation of purchased applications and any custom modifications being run internally or hosted externally.
Integrate, adapt and/or maintain applications and report generation software in support of business needs.
Ensure staff oversee and/or perform ongoing analysis of the capabilities, needs & strategies of the organization to assist business teams automate, streamline, and replace manual processes leveraging technology.
Manage staff analytics developed to increase efficiencies throughout the organization.
Manage innovation efforts; identify, define, and promote innovative capabilities that support the organization’s long-term vision, collaborate with cross-functional members to ensure broad-based thinking, and promote best practices.
Other Duties and Responsibilities
Manage contracts related to I.S. functions.
Evaluate and recommend hardware and software needed to support Authority business.
Assist in the preparation, planning and management of I.S. operating budget.
Assess, develop, and implement internal controls, and oversee the review and testing of same.
Work closely with the Chief Information Security Officer to identify and apply appropriate security controls for user access to business information and submit updates to the Disaster Recovery Plan and Business Continuity Plan when system changes occur.
Train and evaluate employees.
Assist Management in the development of policies.
Develop, document, and implement procedures.
Undertake special assignments as directed.
Must maintain regular attendance in accordance with DASNY attendance and leave policies
Must adhere to the NYS Information Security Policy Standards established and issued by the Office of Information Technology Services. (Standards can be found on the Intranet).
Supervision
Supervision of professional and highly technical application solution development employees focused on developing and supporting core applications that represent a cornerstone to achieving DASNY’s mission and vision is required.
Physical/Mental/Visual Demands
Occasional travel is required using public transportation, DASNY vehicle, rental vehicle, or personal vehicle. This travel may include overnight stays at public accommodations and related establishments. Requires complex and time-pressured decision-making. Must be available to work overtime or extended work hours as needed.
