Minimum Qualifications Current New York State Department of Health employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 1, Grade 23.
OR: New York State employee with one year of permanent or contingent-permanent, competitive service in a title eligible for transfer to Health Program Administrator 1, Grade 23, under Section 52.6 or 70.1 of the Civil Service Law.
Preferred Qualifications: Familiarity with the Early Intervention Program or other service delivery systems, experience with review and/or monitoring of grants or contracts; research of State and federal laws and regulations and drafting of program guidance materials. Excellent oral and written communication skills. Proficient with Microsoft Office, including Excel, Word, Access, and PowerPoint.
Duties Description The Health Program Administrator 1 will provide administrative and fiscal support for the Bureau of Early Intervention Fiscal Planning and Policy Unit. Responsibilities include development of contract documents, review of vouchers for payment, development of memoranda of understanding, provision of technical assistance to contractors on fiscal issues, programmatic review of grants for the local municipalities to administer the Early Intervention Program locally; review of grant budgets, county workplans and budget modification requests in Grants Gateway, responding to FOIL and other requests for information. The responsibilities will include submission of the Part C Early Intervention Program annual grant application to the US Department of Education, including internal approval process, managing public comments, assisting with the State Early Intervention Coordinating Council, which is a 30-person council appointed by the governor and legislature that meets quarterly, and requires oversight of agendas, minutes, meeting logistics, webcasting and closed captioning, and annual budgeting and cost projections. The HPA 1 will maintain and revise program databases and tracking systems, and perform other duties as assigned, including possible supervision of staff.
