Minimum Qualifications Eligible for 52.6 transfer OR reachable on the Project Manager 3 eligible list and Either: one year of service as a Project Manager 3; Or: two years of service as a Project Manager 2.
Duties Description Under the direction of the Director of Strategic Planning and Innovation (SPI) Director, the Project Manager 4 will be responsible for managing projects assigned to the SPI Division within the Department of Civil Service and will provide backup and support for the SPI Director. Duties include but are not limited to the following:
• Analyze the performance of projects in the Department IT portfolio and oversee resource planning.
• Develop project schedules using project schedule software, identify milestones, dependencies, and critical paths, and identify alternatives for accommodating resource conflicts and/or compressing schedules, if required, and any risks associated with those alternatives.
• Assist in project mentoring and training.
• Research and manage resource alternatives and potential solutions, document and present resource needs to management and coordinate project activities with program areas.
• Develop detailed project scope statements, and document project requirements for complex large projects by eliciting project goals, information needs, and relative project priorities from end users, subject experts, and others.
• Report both project and large program updates and alternatives to Senior Management.
• Coordinate/facilitate meetings with the project sponsor and relevant representatives and all stakeholders to review project proposal, goals, and intended deliverables.
• Develop project communication plans, compile detailed project reports, and communicate project status to stakeholders.
• Identify and manage risks with a focus on their potential impacts on both projects and portfolio.
• Manage contract relationships, making decisions on changes in project schedules and scope.
• Create and support standards, processes, and procedures necessary to achieve project objectives.
• Support and maintain a project management library, project tools repository, or a project management website.
• Serve as agency liaison for statewide initiatives such as Open Data.
• Perform other duties as assigned or required including performance of unscheduled irregular work that may occur in relation to Departmental IT systems and operational support.
• Provide support for Department reporting requirements and performing report compilation, data analysis, charting and graphing.
• Oversee consultants, project staff, and other staff within the Strategic Planning and Innovation Division.
• Perform a full range of supervisory duties.
