Minimum Qualifications Reassignment: New York State Department of Health employee with permanent or contingent permanent competitive status as a Public Health Specialist 2 (Environment), Grade 23 [formerly Public Health Specialist 3 (Environment), Grade 23].

Provisional Promotion Opportunity:* New York State Department of Health employee with one or more years of permanent or contingent permanent competitive service as an, A: Public Health Specialist 1 (Environment), Grade 18 [formerly known as Public Health Specialist 2 (Environment), Grade 18], or B: an Assistant Engineer (Environmental), Assistant Sanitary Engineer, or Public Health Engineer 1.

Preferred Qualifications: Experience with environmental investigations is preferred.

Duties Description The position would be assigned to the Center for Environmental Health’s Bureau of Environmental Exposure Investigation, and would perform the following duties: investigate human exposure to hazardous materials by reviewing workplans and reports, and compiling relevant data on human exposure pathways; evaluate completeness of environmental inspections, including review of work plans (RI/FS) and remedial plans (PRAPS, RODS), and make recommendations to achieve complete and scientifically defensible investigation and exposure abatement remedial programs; provide written comment to relevant State and federal agencies and concerned parties; determine appropriate analytical procedures and collect environmental samples to determine the degree of human exposure to environmental contaminants; ensure that environmental samples are collected in accordance with proper laboratory protocols and requirements; respond to reclassification requests, such as Petitions to Delist and Classification Packages; and determine sampling/data adequacy regarding potential public health implications and provide recommendations to supervisors, management, and government agencies.

The position would also conduct field visits to hazardous sites to assess possible exposures to toxic and hazardous materials; collect appropriate data in the field; make scientifically valid field observations and measurements as part exposure investigations; provide property owners and occupants with sampling results and interpretation both verbal and in written forms; respond to inquiries by the public and other groups; represent the Department at meetings and in negotiations with various groups; and supervise Public Health Specialist 1 (Environment), Grade 18, and other staff.
