Minimum Qualifications Current NYS Department of Health (DOH) employee with permanent or contingent-permanent, competitive status as a Project Manager 5, G-29 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G-27 and deemed eligible for transfer to Project Manager 5, G-29 under Section 52.6 of the NYS Civil Service Law.
Preferred Qualifications:
• Project Management Professional (PMP) certification from the Project Management Institute
• Demonstrated experience managing multimillion-dollar, complex technology projects in a cross-functional environment
• Demonstrated experience working with business analysts and business analysis work products to ensure implemented solutions meet business, stakeholder and functional needs
• Demonstrated experience delivering projects under tight deadlines while meeting scope and budget
• Demonstrated experience managing both Waterfall and Agile projects
• Demonstrated experience supervising project management and business analyst staff
• Demonstrated experience developing and providing project management training
• Demonstrated experience in Medicaid or other healthcare systems
• Demonstrated experience managing competitive procurements and selection of vendors
• Demonstrated experience managing vendor staff
Duties Description The Project Manager 5 will serve as the Director of the Business Relationship Management and Project Management Office in the New York State of Health’s Division of Systems. Specific duties include:
• Overall unit supervision and direction for two areas: project management office activities (PMO) and business relationship management activities (BRM)
• Oversees complex projects in a cross-functional environment – IES integration, WMS transition and non-Magi implementation
• Directs, coordinates and controls activities of project staff to ensure that project objectives are met
• Oversees the completion of work by teams from different organizations and agencies, including DOH, WMS, OTDA and ITS
• Manages the work for more complex and larger IT projects
• Oversees development and implementation of project portfolio processes and policies
• Establishes portfolio management risk assessment processes to identify risks to the project objectives and identify appropriate solutions to eliminate or mitigate risk
• Monitors issues log for significant potential changes to scope, schedule and budget and resolves issues and problems throughout the entire project life cycle
• Promotes and maintains the project status reporting process and works to continually improve and effectively use status reporting for managing the project portfolio
• Develops procurement plans
• May conduct insourcing versus outsourcing analysis of IT solutions
• Oversees the development of complex procurements, including RFPs
• Participate and effectively communicate directly with bureau director and other senior stakeholders on status and progress of unit toward goals.
• Develops organizational change management plans to address the impact of IES integration, WMS transition, and Non-Magi implementation on the DOH organization
• Conduct and participate in meetings with various project participants, project sponsors and executives for assigned projects.
• Ensures appropriate review and approval of project deliverables across multiple areas and stakeholders, both inside and outside of our organizations
• Provide Project Management consulting and leadership to all DOS business partners.
• Provide team building and morale enhancing leadership, meetings, and events.
• Instruct and assist bureau IT goals and objectives as defined by bureau director.
• Monitor multiple project plans for work of unit; provide coaching and guidance to ensure unit delivers on project plan milestones.
• Mentor subordinate project managers, to ensure alignment with PMBOK standards.
• Mentor subordinate business systems analysts with PMO required activities and standards developed by PMI for BSAs.
• Supervise, train and mentor staff as appropriate.
• Evaluate metrics to ensure progress towards meeting project management objectives.
• Compile and organize information gathered from projects to provide a source of historical information for future projects.
• Maintain understanding of industry standards related to Project and portfolio management.
Additional Comments This position will be responsible for a multi-year, multi-million dollar, complex systems project that may require overnight travel.
