Minimum Qualifications Candidates must meet the minimum qualifications listed below in order to be eligible for appointment.

Non-Competitive: A Bachelor’s Degree in accounting, actuarial sciences, auditing, banking, business, business administration, business and technology, commerce, computer information systems, computer science, consumer sciences, criminal justice, cyber security, econometrics, economics, finance, financial administration, health, health administration, information systems, information systems engineering, information technology, internal controls, international or public affairs, law, market analysis, mathematics, public administration, public policy, risk management, statistics, taxation, or technology and seven (7) years of financial services experience with: 1) a regulated entity who has a regional, national and/or international presence; or 2) a governmental regulatory entity. This experience must include practical and technical knowledge about State, federal and/or international financial services laws, rules and regulations. Two (2) years of the experience must have been at a managerial level.

Duties Description The New York State Department of Financial Services seeks to build an equitable, more transparent and resilient financial system that benefits New Yorkers and supports business. Through engagement, data-driven regulation, and operational excellence, DFS is responsible for empowering consumers and protecting them from financial harm; ensuring the health and stability of the financial entities we regulate; and driving economic growth through responsible innovation.

The Department of Financial Services is seeking candidates for the position of Credit Union Team Leader in Community & Regional Banks. Duties include, but are not limited to, the following:

• Supervises, schedules and coordinates the activities of an examination team;
• Assigns Examiners In Charge (EICs) and assisting examiners to virtual and/or on-site examinations;
• Communicates with the National Credit Union Association (NCUA) and state regulatory agencies on critical risk elements, developing joint examination schedules, and work plans incorporating both NY State and NCUA regulatory requirements;
• Utilization of NCUA software (MERIT) for conducting and completing independent and joint examination reports;
• Schedules necessary training for credit union examination staff;
• Reviews and approves the risk assessment, examination scope and staff utilization prepared by the EIC;
• Reviews examination report, supporting comments/documents prepared by team members to ensure an accurate, comprehensive report of examination of the financial condition of the entity, complete with narrative and analytical presentations on the various operations of the institution;
• Meets with credit union management and Board, in conjunction with the NYS EIC, to learn of present plans, trends and problems, and to discuss examination findings;
• Transmits examination reports to institutions and recommends and justifies formal supervisory action, if warranted, to correct adverse trends and exceptions;
• Monitors institutions’ compliance with the DFS’ supervisory policies and procedures;
• Monitors institutions’ financial condition through reviews of interim financial reports;
• Makes policy recommendations to the Deputy Superintendent on matters related to NYS supervised credit unions;
• Suggests new legislation and amendments to existing legislation affecting regulated credit unions;
• Represents Division at various meetings and conferences both within and outside the DFS;
• Mediates disputes between examining personnel and credit union staff to achieve a satisfactory resolution, taking disciplinary action where circumstance might require;
• Reviews various credit union applications in conjunction with OGC for membership expansions, investments, mergers and acquisitions, and recommends appropriate action to the Deputy Superintendent;
• Monitors institutions classified as “problem institutions”; and
• Recommends administrative actions, fines, penalties or suspensions or revocations of charters where circumstances warrant.

Preferred Qualifications

• Working knowledge of CAMELS ratings.
• At least two years of experience in supervising a team of examiners.
• Prior experience as an Examiner In Charge or Central Point of Contact (CPC).
• Completed required FFIEC Examiner core classes.
• Strong written and oral communication skills.
• Strong analytical ability.

Additional Comments Positions located within the New York City metropolitan area, as well as Suffolk, Nassau, Rockland, and Westchester Counties, are also eligible to receive an additional $3,026 annual downstate adjustment.
Appointment to this position is pending Governor Appointment’s Office and Division of Budget approval.
