Minimum Qualifications Minimum qualifications for provisional appointment:
Must be a qualified employee of the New York State Department of Environmental Conservation; Office of Parks, Recreation and Historic Preservation; or Adirondack Park Agency and have had three months of permanent competitive or 55-b/55-c service as follows*
Either A. Biologist 1 (Marine);
Or B. Biologist 1 (Aquatic), Biologist 1 (Ecology), Biologist 1 (Wildlife).
Reassignment - Currently in the title and an employee of DEC
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or
Transfer Eligible under Section 70.1 - One year of permanent competitive service as a Biologist 2 (Aquatic), (Ecology), (Marine) or (Wildlife), SG23.
If we do not have a viable eligible for this title and no more than three individuals interested from among the interested qualified candidates for this position, it may be possible to make a permanent appointment via non-competitive promotion.
Duties Description Serves as the unit leader staffed by Biologist 1’s and other professional, scientific and technical staff.
Incumbent shall:
As the Marine Habitat Management Unit leader, manage marine resources involvement in federal and state estuary program implementation and management. This includes the Long Island Sound estuary, Peconic estuary, South Shore estuary and NY/NJ Harbor estuary. This involves assuring appropriate coordination with federal and state partners to undertake the State’s responsibilities under the various estuary management plans, including development of work plans and administration of appropriate grants, contracts, or MOU’s. The Unit leader manages staff and represents the Department and Division on the various estuary program committees, such as science and technical advisory committee, and when necessary, policy and management committees.
The Marine Habitat Management Unit leader coordinates and oversees the Division of Marine Resources involvement in non-energy related large project regulatory review (dredge projects and sediment remediation, USACE shore protection under FERC). The unit leader conducts EIS reviews and provides impact assessment in addition to coordinating with other Bureaus and Department staff as needed. The unit leader coordinates all habitat related legislative reviews and marine resources involvement in water quality standards development.
Supervise Program staff. This position supervises, assists staff with professional development and assures work plans incorporate Department and Division priorities and are updated appropriately. In partnership with Bureau Chief and other appropriate Division staff, set staff priorities, delegate work, and assure staff are accountable for completing assignments as per work plan goals. Keep LATs, performance programs and evaluations current.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Travel may be required. Overtime may be required. Overnight travel may be required. Telecommuting may be available, will be discussed at interview.
