Section 70.4 Transfer to Administrative Specialist Trainee 1: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Administrative Specialist Trainee 1 if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-11 or above AND have standing on the Public Administration Trainee Transition (PATT) or the Professional Career Opportunities (PCO) eligible list AND possess a Bachelor’s degree.

55b/c Appointment: This position is eligible for 55b/c designation and is subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter.

Duties Description The New York State Education Department’s (NYSED) Office of the Professions (OP) is seeking candidates for an Administrative Specialist 1 position in the Professional Education Program Review Office (PEPR). Duties of this position include, but are not limited to, the following:

• Conduct preliminary evaluations of professional education and related education program proposals to ensure that the information is complete;
• Evaluate the completeness of annual reports from nursing programs and other licensure-qualifying programs;
• Develop and maintain database to gather and report information including, but not limited to, contact information, program enrollment data, program completion rate, job placements and licensure exam pass rates in order to monitor the effectiveness of licensure-qualifying programs;
• Assist with the evaluation and review of child abuse identification and reporting training providers, as well as infection control training providers;
• Assist with program registration and accreditation review process, including working on site visit schedule and canvassing peer reviewers;
• Assist with the coordination, gathering, and reporting of information on licensure examination results.
• Assist with the coordination and administration of FOIL Requests; and
• Conduct other assigned activities related to professional education and related education program reviews.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating unit may affect their salary, insurance, and other benefits. Verification of degree will be required for all candidates at the time of interview.

This position may be filled as a traineeship. The salary listed above applies to candidates appointed to Administrative Specialist 1, SG-18. The salary for candidates appointed to Administrative Specialist Trainee 1 starts at $46,529 and for current New York State employees, is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship in order to advance to the journey level title and salary.

* Leads to a maximum salary of $77,912 based on annual performance advances.
