Minimum Qualifications Candidates must have one year or more permanent, contingent-permanent or 55b/c service as a Human Resources Specialist 1; OR current New York State employees with one year or more of permanent, contingent-permanent or 55b/c service in a position at SG-11 or above and eligible for transfer under section 52.6 or 70.1 of the Civil Service ; OR be reachable on the Professional Careers Opportunities (PCO) list; OR be reachable on the OAG Department’s Public Administration Trainee Transition (PATT) list. Appointments from the PCO or PATT must serve a two -year traineeship that leads to the grade 18 salary level.

Duties Description •Administer the OAG Leave Program which includes benefits such as Paid Family Leave (PFL), Income Protection Plan Short-Term and Long-Term Disability, Sick Leave at Half Pay, FMLA, etc.
•Administer the Workers’ Compensation Program and communicate with the State Insurance Fund related to claims and inquires.
•Maintain up to date knowledge on the NYS Civil Service Time and Attendance Rules as they relate to leaves, eligibility for leave donations, etc.
•Prepare and distribute leave related payroll worksheets in a timely manner, taking into account payroll deadlines.
•Coordinate with HR staff to ensure appropriate processing of leaves and the intersection of other HR programs such as Labor Relations, etc.
•Maintain an awareness of union contracts and related benefit eligibility, federal laws as they relate to leaves, agency policy, etc.
•Provide benefit options to staff based on their negotiating unions, whether CSEA, PEF or M/C.
•Clearly communicate, both verbally and in writing, with employees as well as manager(s) to ensure an understanding of the effects of both mandatory and discretionary leaves.
•Maintain confidentiality and sensitivity when working with staff on leaves which may be complex, and related matters.
•Prepare various reports and correspondence.
•Maintain up to date knowledge of the Workplace Flexibilities Program and respond to staff inquiries.
•Respond to Reasonable Accommodation requests and familiarity with related policy and laws.
•Perform special projects as needed.

The preferred candidate will possess knowledge of FMLA, the Income Protection Plan, Paid Family Leave and the Leave Donation Program.

Additional Comments 8:30 AM – 5:00 PM Monday through Friday. Dependent on OAG policy and subject to management discretion, this position has compressed work week and telecommuting options available. The candidate selected for this position must work in the Albany location (Agency Building 4, Empire State Plaza) of the Attorney General’s office 22.5 hours per week. Telecommuting may be permitted for up to 15 hours per week.

Per Office of the Attorney General policy, confirmation of vaccination status is a condition of employment for this position.
