Minimum Qualifications CURRENT STATE EMPLOYEES:
Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 11/12 or above and eligible for transfer under Section 70.1, 70.4, or 52.6 of the Civil Service Law.

70.4 Transfer: Candidates must have one year of permanent competitive or 55b/c service at the Grade 11/12 or above AND possession of a bachelor’s degree; AND standing on the Professional Careers Opportunities (PCO) or Public Administration Traineeship Transition (PATT) eligible lists.

PCO Candidates: Individuals with a score of 100 or above on the Professional Career Opportunities (PCO) eligible list are encouraged to apply.

Duties Description The incumbent will perform a wide range of professional duties within one of the Human Resources service lines of the Business Services Center (BSC) to support the BSC’s core mission. Duties may include, but are not limited to the following:
• Supervising the processing of a variety of personnel, benefits, time and attendance and payroll transactions for BSC customer agencies.
• Completing necessary follow-up work, questioning, and advising appropriate staff of problems and/or required changes on transactions.
• Regularly interacting with customer agency Human Resource Offices, the Department of Civil Service, the Office of the State Comptroller and the Governor’s Office of Employee Relations to ensure that employee transactions are processed accurately and in accordance with Civil Service Rules and applicable bargaining unit contracts.
• Generating a variety of canned and ad hoc reports related to personnel data and payroll transaction processing.
• Responding to customer inquiries via telephone, in person and/or by e-mail in a respectful, helpful manner, and actively listening to issues and guide them through appropriate solutions.
• Documenting and drafting standard work related to BSC Human Resource functions and working on special assignments as requested.
• Leading and participating in team huddles and sharing your ideas and insights with staff.
• Incorporating lean principles across all work and following the WILO (Week in the Life Of) schedule and performing all duties with a “continuous improvement” mindset, offering ideas and solutions to coworkers.
• Taking a lead role in providing the best possible customer service while keeping the BSC’s and the State of New York’s needs in perspective.
