Minimum Qualifications Provisional Appointment: If there is no appropriate eligible list of at least three people willing to accept permanent appointment for this geographic location, the Department may nominate a qualified person for a provisional appointment under the provisions of Section 65 of the Civil Service Law.

Provisional Appointment Minimum Qualifications: You must have had seven years of experience in agriculture, natural resource management, regional planning, economic development, manufacturing, or food service fields; that include business or program management, domestic or international marketing, conducting research, event planning or coordination, or developing or implementing strategies;
Or 2. an associate’s degree and five years of the qualifying experience;
Or 3. a bachelor’s degree or higher and three years of the qualifying experience;
Or 4. a master’s degree or a juris doctorate degree and two years of the qualifying experience.

Duties Description The Economic Development Program Specialist 2 will work within the Division of Agricultural Development to manage school food programming, including the 30% NYS Initiative and Farm to School grants and initiatives. The 30% NYS Initiative provides healthy NYS food products to children as part of their lunch meal in school. Farm to School programming provides financial assistance to New York State schools and offers technical and promotional assistance to schools, farms, distributors and other supporting organizations to bring more local, nutritious, seasonally-varied meals to New York students.

Specific duties include, but are not limited to:
• Review and approve all processed food products for the NY eligible food database. Ensure all such products are correct in form and content.
• Provide direction to staff developing forms, written procedures, and memos regarding the school food programs.
• Prepare specialized information on funding opportunities, incentives and other economic development tools specifically tailored to facilitate client business development.
• Analyze all initiative reviews to ensure compliance with regulatory timelines.
• Provide technical assistance to the Cornell Cooperative Extension by telephone, e-mail, correspondence, or on-site visits regarding the 30% NYS Initiative.
• Oversee the Farm to School grant program, including development of the funding opportunity, management and tracking of contracts, payment of claims, program reviews, development of federal grant applications, and compliance with reporting requirements.
• Provides technical assistance to school food providers on accessing NY eligible foods and state and federal funding opportunities.
• Works closely with schools to form and promote local NY eligible foods, assists with initiative and program development, and serves on committees and special task forces as required.
• Provide direction in planning workshops, meetings, and conferences.
• Meet with School Food Authorities to obtain best practices and discuss challenges and/or successes.
• Supervise Economic Development Program Specialists 1 Agriculture in the administration of the 30% NYS Initiative and Farm to School Program.
• Schedule and assign work to staff and ensure completion
