Minimum Qualifications "Transfer: Current New York State employee with one year or more of contingent-permanent or permanent competitive service in a title at or above Grade 27/M-2, and eligible for transfer under Section 52.6 of the Civil Service Law.

Provisional Opportunity Open to the Public: bachelor's degree AND six years professional* public health experience in a governmental public health agency or public health program that receives funding from a public health governmental agency. Of the six years of required experience, two years must include supervision of professional staff and the following management responsibilities: program planning and implementation, AND program evaluation and monitoring, AND development and implementation of policies and procedures.

*The required professional experience must include either: designing or implementing a public health outreach, promotion, or disease prevention program; OR conducting disease surveillance or a disease control program.

For the purposes of this recruitment, a public health program focuses primarily on the prevention of disease through outreach and public health education or health promotion, including population-based plans of care, not just plans of care for individual patients, or the study of the prevalence or causes of disease through population-based studies.

Examples of non-qualifying experience include, but are not limited to: providing clinical care in therapeutic health care facilities including public hospitals, physician's offices, supervised community-based settings or home care settings; discharge planning or utilization review; developing treatment plans for patients in community settings; regulatory oversight of health care providers to determine compliance with laws, rules or regulations; reviewing appropriateness of services for insurance companies, Medicare, Medicaid, governmental agencies or other third-party payors; or other experience limited to administrative support of public health programs such as operations management, personnel, staff development, fiscal administration, contract/grant management, budgeting or health care finance is not considered qualifying, nor is the provision of medical services to a fixed population.

Preferred Qualifications: The preferred candidate will be a Registered Dietitian and have experience working with federal nutrition programs. They will be proficient in policy analysis, including review of legislation and regulations and will possess exceptional leadership, organizational, analytical, and written and verbal communication skills.

Duties Description "The Community Health Program Manager (CHPM) 2 will serve as Associate Director of the Child and Adult Care Food Program (CACFP) and will oversee the daily management of the bureau, assess program activities, and actively engage in strategic planning efforts. The incumbent will develop policies, procedures, and guidelines for statewide program administration; ensure that federal regulations and State requirements are met for all aspects of the Bureau; and oversee outreach activities to increase participation of underserved areas.

The CHPM 2 will oversee CACFP Program Administration and Fiscal Management Sections comprised of approximately 50 central and regional office staff who are responsible for monitoring over 1,300 Sponsoring Organizations of Day Care Homes and Centers; monitor program review reports for compliance; provide technical assistance and guidance to staff; ensure the bureau's essential functions for applications, renewals and annual reports are completed accurately and timely; serve as final reviewer/approver of new sponsor applications and annual renewals of Sponsoring Organizations; and oversee appeal and termination activities when program fraud and abuse are identified. The CHPM 2 will also oversee personnel management activities; prepare the bureau's priority waiver requests; oversee coordination of all recruitment efforts; and coordinate the preparation of materials for USDA Management Evaluations, audits, and external requests for information.

Additional Comments Permanent or provisional, full-time appointment. If appointed provisionally, the selected candidate must take the next Community Health Program Manager 2, M-3, Civil Service examination, and be immediately appointable from the resulting eligible list in order to maintain employment.
