Minimum Qualifications Education:

Candidate shall have at minimum a Bachelors Degree. Additional consideration will be given to individuals who possess a:

- Masters Degree in any discipline or
- Certification/licensure as a Professional Engineer or Project
Management Professional or Certified Public Accountant or Chartered Financial Analyst.

Experience:

- Minimum seven years of full-time employment after graduation from college.
- It is preferred but not required that the candidate have experience within the transportation policy, services or infrastructure fields.

Skills:

- Candidate shall have strong communication, data analysis and project management skills.
- Candidate must have or be able to quickly develop ability to work with database systems.

Duties Description Individual will serve as the Director for the Public Transportation Bureau (PTB). The Bureau is responsible for oversight and coordination of approximately $7 Billion in State and Federal funds to support Transit operations with New York State. This individual will support mission delivery within any aspect of the Policy and Planning Division, although the immediate focus shall be on the Office of Integrated Modal Services, Public Transportation Bureau. Supervise 20 – 30 employees. Possible specific duties may include:

NYSDOT Program Delivery:

Lead NYSDOT role in coordinating and delivering statewide Transit services including federal and state funding through, but not limited to, FTA 5310, FTA 5311, FTA 5307, Statewide Mass Transportation Operating Assistance (STOA), Modernization and Enhancement Program (MEP), Accelerated Transit Capital (ATC) and newly created transit related programs.

MOU Reporting:

Lead NYSDOT role in working with NYSDOT program information systems to develop required quarterly reporting to legislature in accordance with NYS Transportation Law Article 2, Section 14 with a focus on transit related reporting in coordination with the Program Management Bureau (PMB).

Infrastructure/Transit Needs:

Coordinate/support contributions from various technical expert groups and regions statewide to develop a comprehensive assessment of transit needs. This will include the transit needs study required for the MOU reporting.

Federal Grants:

Lead NYSDOT role in coordinating, preparing and delivering grant applications for NYSDOT to FTA. Individual may assist in developing consultant support requirements and direction of consultant work in this area.

Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.

Additional Comments *Telecommuting: The Department’s current telecommuting agreement is valid through December 31, 2022 and is subject to extension beyond that date.
