Minimum Qualifications To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

Duties Description The Environmental Specialist 1 (ES 1) duties include, but are not limited to, the following:

Research and analyze environmental resources such as wetlands, streams, endangered species, cultural and historic resources, etc. that may be affected by proposed transportation projects. Tasks include data gathering, environmental analysis, report writing, and providing recommendations to supervisors and project managers.

Use GIS to identify and evaluate environmental resources present on proposed transportation projects.

Prepare project level correspondence and reports for coordination with involved state and federal regulatory agencies, and secure all necessary approvals and permits.

Review of storm water management practices regarding SWPPPs and SPDES.

May require training and certification to identify and design remediation of contaminated and hazardous materials.

Conduct wetland and compensatory mitigation tasks including wetland delineations; assessment of project impact and potential avoidance/minimization measures; evaluation and conceptual design of potential mitigation sites; and post-construction mitigation site monitoring.

May assist with the implementation of the Region’s Municipal Separate Storm Systems (MS4s) outfall inspection program.

May require assistance and collaboration with Construction and Maintenance Groups.

Promote the Department’s environmental ethic through implementation of environmental initiatives that ensure projects and other actions are conducted in the most environmentally sound manner feasible.

The duties of this position will likely require occasional travel.

Attendance at training and other learning opportunities may be required to stay current and to enhance knowledge of Department and Regional policies and procedures and other design and environmental topics.

Overnight stay, night work and weekend work may be required for field assignments.

At the time of appointment and continuously thereafter, possession of a valid license to operate a motor vehicle in New York State is required or the ability to meet the travel requirements of the position must otherwise be demonstrated.

Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.

*Telecommuting: The Department’s current telecommuting agreement is valid through December 31, 2022 and is subject to extension beyond that date.
