Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Associate Accountant.
Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title SG-23 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law. Candidates must also possess 24 semester credit hours in accounting to qualify for transfer. Duties Description The New York State Education Department’s (NYSED) Office of Higher Education is seeking candidates for an Associate Accountant position in the Office of Facilities Planning. This Office is primarily responsible for code enforcement, life safety, fire safety and health in all public K-12 schools, BOCES and specific Charter Schools in the State, exclusive of New York City. Under the general direction of a Supervisor of School Business Management, the incumbent of this position will be responsible for the review and approval of fiscal documents for capital construction projects and leases undertaken by public school districts, BOCES and Charter Schools that require the approval of the Commissioner of Education. Duties of this position include, but are not limited to, the following:
• Review of Final Cost Reports and Early Aid Start Requests submitted by public school districts and BOCES to determine adherence to applicable Education Law, guidelines and office policies;
• Provide technical assistance to school officials and their fiscal advisors;
• Respond to questions from the Office of State Aid on reporting issues involving Final Cost Reports;
• Coordinate with office project managers to resolve fiscal issues;
• Conduct workshops to promote accurate Final Cost Report filings;
• Review NYC final cost reports for eligibility for building aid;
• Perform Program Office review of Smart Bond submissions;
• Respond to FOIL requests and special assignments, as assigned; and
• Supervise Senior Accountant performing various final cost review functions.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of semester credit hours in accounting will be required at the time of interview for all candidates.
* Leads to a maximum salary of $100,342 based on annual performance advances.
