Minimum Qualifications To be considered, candidates must have:

1. A Master’s or higher-level degree in a mental hygiene discipline, hospital, healthcare, public or business administration, human services, or other related field;

AND

2. Nine (9) years of experience providing services to people diagnosed with mental illness, five (5) years of which must have been at a managerial level, including one (1) year in a high-level leadership position comparable to an executive staff level position in a psychiatric center, research institute, or developmental center.

OR

1. Possession of a license and current registration to practice medicine in New York State or a limited permit to practice medicine in New York State and licensure in another state or Canada;

AND

2. Seven (7) years of experience providing services to people diagnosed with mental illness, two (2) years of which must have been at a managerial level, including one (1) year in a high-level leadership position comparable to an executive staff level position in a psychiatric center, research institute, or developmental center.

Additionally, all candidates must be eligible to participate in Federal health care programs (e.g., Medicaid). Individuals excluded from participation in these programs will not be considered.

Duties Description The Executive Director, Psychiatric Center serves as the Chief Executive Officer of GBHC and performs all the duties and functions prescribed in Section 7.21 of the New York State Mental Hygiene Law. Through general supervision and close collaboration with the facility’s Executive Cabinet, the Executive Director is responsible for the administrative leadership and direction of all clinical and non-clinical programs and activities of the facility. The Executive Director works closely with OMH’s Central Office Division of State Operations, the Central New York Field Office, local government units, and a network of community providers to ensure continuity of care and effective delivery of services.

Additional Comments Greater Binghamton Health Center (GBHC), a Joint Commission accredited facility, is seeking candidates to fill the position of Executive Director, Psychiatric Center. Located in Binghamton, New York, GBHC is a comprehensive, community-based mental health facility providing inpatient and outpatient services to adults and children and youth in Broome, Chenango, Delaware, Otsego, Tioga, and Tompkins counties. The goal of these programs is to support and enable persons with psychiatric illnesses to lead successful lives in the community. Background Investigation and Fees:

All prospective employees will be fingerprinted and undergo a complete Criminal Background Check against New York State and federal criminal history records. Candidates will also be subject to a check against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs, and the Statewide Central Register of Child Abuse and Maltreatment (SCR) maintained by the Office of Children and Family Services (OCFS). Candidates may be required to pay the fees associated with these background checks. Employment is contingent upon your complying with and satisfactorily meeting these background investigation requirements.

4. The salary range presented is based on candidates’ qualifications. Non-psychiatrist candidates will receive $180,439. Psychiatrist candidates can receive up to $336,992.
