Minimum Qualifications Current New York State Department of Health employee with permanent or contingent-permanent status as a Senior Health Care Fiscal Analyst, Grade 18.
OR: New York State employee with one year of permanent or contingent-permanent service in a title eligible for transfer to Senior Health Care Fiscal Analyst, Grade 18, under Section 70.1 or 70.4 of the Civil Service Law.
Preferred Qualifications: Critical thinking skills, analytical skills using Microsoft Excel, ability to solve problems independently. Professional work experience should include policy, projections and trend analysis. The candidate must also have the ability to interact and collaborate with other staff with the Department of Health as well as Other State Agencies.
Duties Description This incumbent will function as a financial analysts within the Bureau of Global Cap, Rebates, and Supplemental Programs within OHIP’s Division of Finance and Rate Setting in the tracking, analyzing, and forecasting of the Upper Payment Limit (UPL) Program.
The Federally mandated UPL program provides annual supplemental payments (over $800 million) to providers based on Federal matching funds how much Medicare would pay for the same Medicaid services. The UPL requirement must be met for states to receive Federal financial participation in each state’s Medicaid program. The UPL calculation is performed annually for hospitals, nursing homes, clinics, and physician services and results in annual supplemental payments to providers. .
The incumbent will:
• Perform analysis and assist in strategic planning to identify trends and impacts to providers within Medicaid and the UPL Program.
• Interact and collaborate with rate setting, fiscal management, and program staff within the Department as well as the Federal Government, other state agencies, and consultants that interact with the Medicaid program.
• Develop deliverables and occasionally present materials with executive staff in the Bureau.
Additional duties include:
• Establish annual UPL awards for providers;
• Track, analyze, and project program spending on a monthly basis;
• Calculate, review, and package the periodic UPL calculations based on the latest policy decisions;
• Prepare State Plan Amendments (SPAs) and State Regulations; and
• Develop, track, and process provider rate packages.
Additional Comments The work completed in this Unit is critical in supporting Medicaid rate setting accuracy and to monitor financial reporting for solvency and good standing. The reporting is used to effectively and promptly support new and existing Medicaid program initiatives aimed at delivering services to most needy Medicaid members.
