Minimum Qualifications One year of permanent competitive or 55b/c service in this title or in a title eligible for 70.1 or 52.6 transfer.
Provisional Qualifications: (State employees) One year of permanent competitive service as an Office Assistant 3, Office Assistant 3 (Calculations), Office Assistant 3 (Human Resources) or Payroll Examiner 2.
OR
Bachelor’s degree and two years of experience overseeing the operations of an agency’s/corporation’s business office. This experience must have been involved in more than one of the following areas: personnel and payroll, budgeting, fiscal accounting, purchasing and/or contract management. Experience must have been gained an agency/organization that has at least 100 employees on its payroll.
Provisional appointments may be considered in areas where the Civil Service lists have been exhausted.

This position may be designated 55 b/c and is subject to verification of applicant eligibility.

Duties Description Supervise clerical staff.

Review and approve facility purchase orders and vouchers.

Manage facility cash accounts and ensure they are maintained according to NYS Comptroller and agency guidelines.

Oversee time and attendance audits and respond to staff questions regarding salary and leave accruals

Manage facility staffing and personnel transactions.

Act as Workers’ Compensation Administrator, supervising reports of cases, submission of medical documentation, and respond to inquiries from State Insurance Fund, employees, and staff.

Order and manage supplies, equipment and materials for facility.

Provide assistance and information to staff regarding all aspects of the business office operation and respond to inquiries or problems.

Schedule training for all facility staff.

Additional duties will be discussed in detail during the interview.

Additional Comments Background Investigation Requirements:

1) All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees.

2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.

3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
