Minimum Qualifications Open to NYS employees with one year of permanent competitive service as an Associate Director Human Resources 1 OR in a title at SG-23 or above deemed administrative under Section 52.6 of the Civil Service Law. Qualifying titles include but are not limited to: Human Resources Specialist 2, Human Resources Specialist 2 Labor Relations, Payroll Examiner 4.

Duties Description The New York State Office of the Attorney General (OAG) is seeking an Associate Director of Human Resources 1. The agency employs 1,800 employees in 20+ sites across New York State, including attorneys, auditors, investigators, analysts, administrative and support staff.

As an Associate Director of Human Resources 1, duties include but are not limited to:

•Manage and direct staffing and position classification for the competitive recruitment program and the exempt Detective Investigator program.
•Support executive management's vision by aligning human resources competitive and exempt Detective Investigator recruitment and classification goals with agency goals.
•Provide advice and assistance to the Director and Deputy Director of Human Resources or other administrator to facilitate a continuous effort to improve staffing and recruitment, streamline work processes, and cooperatively provide quality customer service to Divisions and Bureaus.
•Work collaboratively with the Department of Civil Service to develop and implement solutions to recruitment issues.
•Evaluate the effectiveness and efficiency of the competitive recruitment and classification program and propose any recommendations for improvement.
•Plan, direct, supervise, and coordinate the work activities of subordinate professional staff.
•In collaboration with Director and Deputy Director of Human Resources, ensure all human resources activities comply with federal and State laws, rules and regulations.
•In partnership with the Office of Diversity and Inclusion and the Legal Recruitment Unit, seek continuous improvement to diversity and inclusion plan for recruitment and retention.
•Participate in implementing organizational development strategies, including succession planning, program restructuring, and change management.
•Develop and supervise staff in the implementation of procedures for canvassing eligible lists; interviewing candidates to determine suitability for positions; and arranging for line supervisory participation in employment interviews.
•Oversee payroll data transmitted to transactions unit including but not limited to new hires, promotions, change holds, etc.
•Review appointment letters and payroll transaction worksheets as necessary.
•Correspond with potential applicants and organizations and serve as a link to interested candidates in hard-to-fill positions.
•Develop and maintain the annual examination request list, in cooperation with and under the guidance of the Department of Civil Service.
•Advise Staffing, Testing, and Classification and Compensation from the Department of Civil Service on developing the form and scope of examinations.
•Notify employees of upcoming examinations.
•Supervise the implementation of procedures governing the submission of requests to the Division of Classification and Compensation for new positions, including exempt position classification, and for changes in title and salary of existing positions.
•Serve as an advisor to agency management in matters relating to staffing, appropriate titles, salaries, and job requirements.
•Supervise staff charged with the probationary maintenance system.
•Refer program managers to Labor Relations to discuss solutions for improving the work performance of employees.
•Supervise and conduct career mobility training for agency employees.

•Supervisory experience.
•Strong communication and interpersonal skills. Ability to authentically build trusted relationships, gain consensus and maintain a collegial, positive work environment.
•Collaborative team player, with excellent active listening, negotiation, and presentation skills.
•Knowledgeable of Human Resources systems and proficient in MSOffice (Word, Excel, PowerPoint).
•Must have in-depth knowledge of HR best practices.
