Minimum Qualifications Non-competitive Promotion: In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the Department of Agriculture and Markets of our intention to conduct a non-competitive promotion exam for the position of Associate Director Human Resources 1, Grade M-1 in Syracuse. Permanent appointment may be made by non-competitive promotion of an applicant who meets the position’s minimum qualifications if a non-competitive examination is approved by the Department of Civil Service.
Non-competitive Promotion Qualifications: One year of permanent competitive or 55b/c service as a Human Resources Specialist 2, G-23.

52.6 Transfer Qualifications: This position is open to New York State employees with one year of permanent competitive service at G-23 and above who are eligible for transfer under Section 52.6 of the Civil Service Law. The Section 52.6 transfer cannot be a second, consecutive transfer resulting in an advancement of more than two grade levels. To qualify for Section 52.6 transfer, candidates must have one year of permanent competitive service in an administrative title as defined by Section 52.6 of the Civil Service Law.

Duties Description Under the general direction of the Director of Human Resources, the Associate Director Human Resources 1 operates with considerable independence in supervising and directing the activities of the Department of Agriculture and Market’s (AGM) personnel programs, including those of the New York State Fair. This includes directing AGM’s recruitment and staffing, position classification, examination planning, attendance and leave, performance management, drafting written communications and policies, gathering, and analyzing data and preparing management reports, and conferring with program directors, supervisors, union representatives, and employees to identify and resolve issues and address performance problems.

The New York State Fair and Fairgrounds are used to promote and highlight New York State and its agriculture, commerce, arts, and sciences to residents of the State of New York.
