The candidate must also have the ability to interact and collaborate with other staff with the Department of Health as well as Other State Agencies.

Duties Description This incumbent will function as a financial analyst within the Bureau of Public Hospital Reimbursement & Health Care Revenue (PHR) within OHIP’s Division of Finance and Rate Setting (DFRS) in the tracking, analyzing, auditing, and forecasting of the Health Care Reform Act (HCRA) and the Health Facility Cash Assessment Program (HFCAP).

HCRA and HFCAP are a major component of New York State´s Health Care financing laws which governs hospital reimbursement methodologies and targets funding for a multitude of health care initiatives. These laws require that certain third-party payors and providers of health care services participate in the funding of these initiatives through the submission of authorized surcharges and assessments.

The incumbent will perform analysis to identify trends and financial impacts within HCRA and HFCAP. The incumbent will also interact and collaborate with rate setting, fiscal management, legal affairs, and program staff within the Department as well as other state agencies, consultants, state auditors, the State’s Office of the Pool Administrator, and hospital Chief Financial Officers that interact with the HCRA and HFCAP programs. Further, the incumbent will often be tasked with developing deliverables and occasionally presenting materials with executive staff in PHR. Additional duties include:

• Establish annual HCRA and HFCAP program revenue targets;
• Track, analyze, and project program revenue on a monthly basis;
• Process and review HCRA audit reports;
• Develop, organize, and improve policy and procedures for both HCRA and HFCAP;
• Organize HCRA audit data, reports, and policies for executive staff review and recordkeeping;
• Prepare State Plan Amendments (SPAs) and State Regulations;
• Research, review, and interpret HCRA and HFCAP law; and
• Review, track, and process provider payments and recoupments.
This incumbent will function as a financial analyst within the Bureau of Global Cap, Rebates, and Supplemental Programs within OHIP’s Division of Finance and Rate Setting (DFRS) in the tracking, analyzing, and forecasting of the Medicaid Drug Rebate Program.

The Medicaid Drug Rebate Program requires drug companies to enter into a rebate agreement with the Federal Secretary of the Department of Health and Human Services (HHS) as a precondition for coverage of their drugs by Medicaid and Medicare Part B. New York State collects drug rebates for both Omnibus Reconciliation Act of 1990 (OBRA 90) managed care and fee-for-service drug utilization, and supplemental and diabetic supply rebates for fee-for-service utilization.

The incumbent will perform analysis and assist in strategic planning to identify trends and impacts to providers within the Medicaid Drug Rebate Program. The incumbent will also interact and collaborate with rate setting, fiscal management, and program staff within the Department as well as other state agencies that interact with the Medicaid program. Further, the incumbent will often be tasked with developing deliverables and occasionally presenting materials with executive staff in the Bureau. Further duties include:

• Establish annual Medicaid Pharmacy Rebate Program collection targets;
• Track, analyze, and project program collections on a monthly basis;
• Develop reports on quantitative rebate metrics related to the Pharmacy Transition from Managed Care to Fee-for-Service;
• Process and review pharmacy rebate invoices and reports;
• Organize pharmacy data, analyses, and policies (State, Federal, Local) for executive staff review and recordkeeping; and
• Prepare State Plan Amendments (SPAs) and State Regulations.

Additional Comments Microsoft Excel knowledge, skills, and abilities are a requirement.
