*Some titles eligible for transfer require special qualifications, if applicable the special qualifications are: you must be a graduate of an accredited law school with an LLB or JD degree and/or be eligible to take the New York State Bar examination.
55 B/C QUALIFICATIONS:
Individuals certified eligible for the 55 B/C program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55 B/C of the Civil Service Law will also be considered. To be considered, you must provide a copy of your letter of eligibility with your response.
You must meet the open competitive qualifications from the most recent examination announcement. The open competitive minimum qualifications are: you must be a graduate of an accredited law school with an LLB or JD degree and/or be eligible to take the New York State Bar examination.
Duties Description The Department of State, Office of General Counsel is seeking to establish a senior attorney position to work with staff in the Division of Local Government Services and the Office of Planning, Development and Community Infrastructure. The duties of senior attorney would include but are not limited to:
• Providing legal advice, technical assistance and guidance to the Division of Local Government Services staff, government officials and others on a range of local government topics including but not limited to municipal law, land use planning and zoning law, municipal home rule authority, environmental law, water law, election law, historic preservation, municipal finance, and telecommunications.
• Providing legal advice and assistance to Office of Planning, Development, and Community Infrastructure staff, municipal officials and consultants on a broad range of topics involving environmental regulation, energy law, and water law.
• Assisting in the preparation of legally enforceable waterfront revitalization plans to be submitted by local governments to the Secretary of State for approval and inclusion in the State Coastal Management Program pursuant to Executive Law, Article 42.
• Developing training materials and publications for use by local government officials and their advisors, members of the public, and others.
• Training local government officials and their employees on discharging their duties and responsibilities in accordance with law.
• Drafting legislation and commenting on legislative proposals.
