Eligible for transfer under Section 70.1: Permanent competitive service as an Environmental Program Specialist 1, trainee 1 or 2.
*55-b/55-c Candidates must meet the open competitive minimum qualifications below and include with their resume or application, a copy of the letter from Civil Service which indicates approval for the 55-b/55-c program.
Open competitive minimum qualifications (provided for 55b/c candidates and 70.4 transfer eligible):
A bachelor's or higher degree in agricultural engineering, agronomy, archeology, atmospheric science, biochemistry, biology, chemical engineering, chemistry, civil engineering, coastal resources management, cultural resources and historic preservation studies, ecology, ecosystem management, environmental biology, environmental engineering, environmental health, environmental planning, environmental science, environmental studies, environmental toxicology, forest science, forestry, geochemistry, geography, geological engineering, geology, hydrology, land use planning, landscape architecture, marine science, meteorology, natural resources, natural resources conservation, natural resources management, natural resources planning, natural science, physical science, or physics.
Examples of non-qualifying degrees are, but not limited to, Criminal Justice, Cultural Anthropology, Environmental and Business Economics, Environmental Health Policy, Public Health, Science Education or any education discipline, Urban or City Planning.
Duties Description Evaluate environmental regulations and process permit applications. Provide consultation on environmental laws, regulations and permit jurisdictions. Assist EA2's in conducting interdisciplinary regulatory reviews. Conduct under supervision of EA2's environmental impact assessments of proposed actions. Assist the public with the permit process both in person, using email and over the telephone. Use a variety of detailed maps to assess projects. Utilize computer programs to manage, track and schedule project review activities. Write letters and other permit related documents. Arrange and conduct meeting with DEC staff and the public. Must conduct field inspections of project sites including rough terrain in woodland and marsh locations and operate motor vehicles to access project sites.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Must be able to negotiate difficult terrain. Travel may be required. Overnight travel may be required. Telecommuting may be available, will be discussed at interview.
