Duties Description The position would be responsible for the following duties:

• Plan, organize and assign staff to research, collect and evaluate information for systems and business process requirements. Work products are accurate and timely with sufficient detail.
• Maintain an inventory of DOW’s various data systems, prioritize data systems for enhancement, modernization or development in the context of DOW’s IT projects, and understand the business relationship between the data systems and the DOW programs.
• Analyze current business processes and functions associated with DOW’s various data systems to make recommendations that will inform decision making on DOW’s IT projects.
• Review and write business requirements for future state of data systems or business processes for critical DOW IT projects.
• Chair Division of Water’s information management workgroup, schedule meetings and lead discussions with workgroup members to manage DOW’s IT needs.
• Analyze the impact of changes to IT system requirements or business processes, including project timelines and priorities, to DOW’s IT projects.
• Develop detailed schedules and plans, assign staff to document system and business processes, and train users on new IT systems or business process functions.
• Monitor system testing and evaluate the impact of errors on the system implementation.
• Work closely with DOW program staff to resolve issues and understand program specifications before implementation on the DOW’s IT projects.
• Act as Division of Water liaison to the OITS and provide specific business requirements to OITS database support and business solution staff who would implement specific system modifications to meet Division of Water’s business needs.
• Supervise unit staff, prepare performance programs, perform performance evaluations and ensure that section staff adhere to all DEC policies and procedures. Meet with staff regularly and keep performance programs and evaluations up to date.
• Assist with management and supervision of program staff working with OITS in maintaining existing DOW data systems.
• Prepare and present prepare both verbal and written correspondence and briefing materials to Division of Water and DEC management.
• Effectively communicate program priorities and accomplishments and emerging program issues to peers, supervisor, and DEC management.
Preferred Qualifications
• Excellent interpersonal, verbal and written communications and ability to concisely disseminate technical information (presentations; correspondence).
• Proficiency with O365 suite, Power Automate, GIS, relational databases, Survey 123, form building tools and other productivity software.
• Ability to work well independently and in a team environment.
• Strong critical thinking and problem-solving skills.
• Excellent analytical and organizational skills.
• Experience handling multiple competing priorities.
• Experience with data analysis and identification and resolution of problems.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Travel may be required. Telecommuting may be available, will be discussed at interview.
