Minimum Qualifications 70.1 TRANSFER QUALIFICATIONS:
One year of permanent, contingent permanent, or 55 B/C service allocated to a Grade 11 or higher eligible for transfer and determined to be similar by Civil Service.
52.6 TRANSFER QUALIFICATIONS:
One year of permanent, contingent permanent, or 55 B/C service allocated to a Grade 13 or higher eligible for transfer and determined to be administrative by Civil Service.

55 B/C QUALIFICATIONS:
Individuals certified eligible for the 55 B/C program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55 B/C of the Civil Service Law will also be considered. To be considered, you must provide a copy of your letter of eligibility with your response.
You must meet the open competitive qualifications from the most recent examination announcement. The open competitive minimum qualifications are: Bachelor’s degree and completion of a two-year traineeship.
Duties Description The Administrative Specialist 1 duties will include but are not limited to the following:
• Provide general office management and support activities for the Division.
• Administer communications by preparing and keeping track of correspondence and answering questions from staff, regulated parties, and the public. Supervise assigned professional and support staff assigned to providing correspondence, both internally and externally.
• Develop and implement Division policies and procedures. Evaluate existing and proposed policies, position papers, management proposals and prepare written analysis and recommendations describing impact and potential benefits and issues. Interpret and clarify policies and procedures and assures policies and procedures are available for and sent to affected individuals and programs.
• Manage the administration and support of the Division’s external users within the Statewide Learning Management System (SLMS). Provide support to external SLMS users (non-state) in their use of the SLMS system. Work collaboratively with members of the SLMS team and the Division to identify and resolve business and/or technical issues as they relate to both the SLMS systems and the business needs of the Division on an on-going basis.
• Provide management arid support of the Code Enforcement Emergency Disaster Response (CEDAR) registration system. Assist with review/approval and processing of applications for CEDAR participant registration system and SLMS external user (non-state) entity registration in the SLMS systems.
• Overseeing and preparing written materials including brochures, reports, special studies and research and other material supported by the division. Prepare presentations and/or supporting material for the Division Director and unit Managers. Conduct special studies and research about issues and programs and prepare reports and recommendations.
