Minimum Qualifications You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program (see below), or eligible to transfer to this title under Section 70.1 or 52.6 of the Civil Service Law.

70.1 Transfer:
For a 70.1 transfer to a Training Specialist 1, salary grade 18, you must have one year of permanent competitive service in an approved 70.1 title allocated to a salary grade 16 or above.

70.1 Transfer to a trainee 1:
For a 70.1 transfer to the Training Specialist trainee 1, you must have one year of permanent competitive service in an approved 70.1 title allocated to a salary grade 11 or above and a bachelor’s degree or higher.


52.6 Transfer:
For a 52.6 transfer to a Training Specialist 1, salary grade 18, you must have one year of permanent competitive service in an approved 52.6 title allocated to a salary grade 16 or above.


52.6 Transfer to a trainee 1:
For a 52.6 transfer to the Training Specialist trainee 1, you must have one year of permanent competitive service in an approved 52.6 title allocated to a salary grade 11 or above and a bachelor’s degree or higher.


55-b/c program:
This position may be designated 55 b/c and is subject to verification of applicant eligibility.

Duties Description • Develop and present specific trainings in SGA’s training program
The candidate will assist with the implementation and development of the Division Training Plan. Manage record keeping systems and controls for both internal and external training programs including:
o Manage SGA’s learning management system.
o Identifies specific training that addresses major initiatives by discussing staff and program requirements with program managers.
o Develop SGA training classes to meet identified needs.
o Obtain outside instructors and also personally conduct courses.
o Reviews outside instructor’s lesson plans to insure they agree with course outlines.
o Utilizes the Agency’s Statewide Learning Management System to manage SGA staff training
o Calculate continuing professional education credits for internal and external training programs staff attend

• Inform employees of Division training opportunities
Manage the logistics of the implementation of the Division Training plan, including the various standardized programs of the Division (NHO, New EIC Orientation, etc) including:
o Selects employees for training courses and educational opportunities based on relevance of courses to employee.
o Maintain and update training information and content for external use. (e.g. Intranet).
o Development of appropriate memos of understanding or contracts with instructors or off-site training venues.
o Assist managers and supervisors in developing on the job training procedures.
o Share information about training opportunities with staff and external customers (other government agencies).

• Monitors compliance with training plan
Produces and assesses relevant training related reports to:
o Monitor continuing professional education credits for staff and develop action plans for those needing CPEs
o Provide performance related data and reports to measure Unit efforts
o Evaluates training courses through the use of questionnaires, review of work reports or supervisory evaluation.

Additional Comments Desired Competencies:
• Familiarity with online platforms (WebEx, GoToMeeting, Microsoft Teams, SharePoint)
• Experience editing website content (Joomla)
• Experience using video editing software (Camtasia, Adobe Premiere Pro)
• Advanced proficiency with Microsoft Excel, demonstrating knowledge of Excel functions, utilization of pivot tables to summarize data, and the ability to organize data into a user-friendly format to support understanding and interpretation of data
• Strong verbal and written communication skills.
• Ability to multi-task and be able to organize and prioritize tasks and meet deadlines.
• Strong analytical and problem-solving abilities.
• Excellent interpersonal and team skills.
• Ability to work in a customer-service oriented organization
• Knowledge of the NYS Comptroller’s Office and the Division of State Government Accountability.
