Minimum Qualifications In order to be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.
Duties Description Under the direct supervision of a Principal Capital Program Analyst (SG 27), duties for the Intermodal Transportation Specialist 2 will include, but are not limited to:
• Serve as liaison between Amtrak and NYSDOT regarding procurement of intercity trainsets and locomotives;
• Coordinate with NYSDOT program areas (Accounting Bureau, Transportation Budgeting Bureau, Office of Engineering) for Amtrak-related activities;
• Supervise lower-level staff (Intermodal Transportation Specialist 1, SG 18) in program management and planning activities;
• Participate in the State-Amtrak Intercity Passenger Rail Committee (SAIPRC) activities on behalf of NYSDOT, at the workgroup level on topics including, but not limited to Amtrak reporting, equipment capital costs, and allocations:
1. Oversee the collection of data and information on projects to be included in Amtrak Plans;
2. Oversee Sales and Marketing Plans;
3. Review and prepare recommendations regarding specific projects for federal funding, Department funding, or any other available funding sources.
• Develop and prepare reports and analyses using various software packages;
• Serve in various capacities on subcommittees or working groups to facilitate the development of required products;
• Prepare draft correspondence, reports, documents, presentations, handouts, and brochures;
• Oversee Quality Assurance program in Amtrak state-supported service to ensure contract levels of customer service are provided;
• Prepare and process contracts, reimbursements, and Bureau transactions within the Statewide Financial System (SFS); and
• Supervise staff and provide support for these functions.
• Occasional statewide and out-of-state travel required, including overnights, not exceeding 10%.
Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
Additional Comments *Telecommuting: The Department’s current telecommuting agreement is valid through January 31, 2023 and is subject to extension beyond that date.
