Minimum Qualifications To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

Duties Description The incumbent will oversee and/or perform activities associated with the administration of the Federal Highway Administration (FHWA) Emergency Relief (ER) Program and assist the Federal Emergency Management Agency (FEMA) Coordinator with the activities associated with the FEMA Public Assistance (PA) Program.

Responsibilities include:

• Administration of the ER Program,

• Maintaining program guidance,

• Utilizing NYSDOT’s Roadside Damage Assessment Tool to monitor events and generate reports for ER activities,

• Delivering training and participating in Department Emergency activities.

The incumbent will also assist with other Bureau responsibilities, including assistance with the administration of the federal aid and state aid local programs.

Duties include, but are not limited to:

• Liaison with the Regional Emergency Relief Coordinators throughout the Emergency Relief process, including gathering damage information to determine if there is an eligible event per FHWA and FEMA requirements.

For declared events, coordinate with ER Coordinators and Main Office groups to collect the required information for reimbursement, utilize FHWA systems to provide required damage information, work with Regional and Main Office groups on reimbursement of ER eligible work for the Region and other eligible recipients;

• Liaison with Regional ER Coordinators and FHWA to provide ER and FEMA program guidance to the Regions, other eligible ER recipients, and FHWA;

• Maintain ER guidance in NYSDOT manuals, including the Local Projects Manual (LPM);

• Coordinate with the Emergency Transportation Operations Bureau on improvements to the Roadside Damage Assessment computer application to streamline ER program administration;

• Implement FHWA’s ER Portal for NYSDOT use, provide training as required;

• During a qualifying event, provide guidance to Regional Staff during damage assessments and the development of Detailed Damage Inspection Reports (DDIRs);

• Coordinate with New York State Thruway Authority (NTSTA) for their eligible damages during an ER event;

• Review all ER documentation for NYSDOT, NYSTA, municipalities, and other eligible recipients for completeness, clarity, potential eligibility, and to maximize eligible reimbursement;

• Prepare and conduct training for staff of NYSDOT and other eligible recipients;

• Track status of on-going events for project completions and reimbursement requests;

• Travel to event sites and participate in Emergency Transportation Operations exercises, as required, during events; provide training as needed;

• Coordinate site visits with FHWA Area Engineers;

• Perform other program activities as required.

Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
