Minimum Qualifications You must be currently reachable on the appropriate eligible list for Employees’ Retirement System Examiner 3, eligible under the 55 b/c program (see below), or eligible to transfer to this title under Section 70.1 of the Civil Service Law.

70.1 Transfer:
For a 70.1 transfer to an Employees’ Retirement System Examiner 3, SG-15, you must have one year of permanent competitive service in an approved 70.1 title allocated to a salary grade 13 or above.

For a 55 b/c appointment, you must:

• Meet the applicable minimal mental and/or physical requirements for the job (with a reasonable accommodation, if necessary)
• Have a current Eligibility Letter from the NYS Department of Civil Service, www.cs.ny.gov/rp55/, and be able to provide it to the Human Resources Office upon request.

Duties Description • Elected and Appointed Officials Reporting
o Develop proficiency in understanding Elected and Appointed Officials Reporting requirements and review reporting documentation to ensure compliance with Regulation 315.3 and 315.4.
o Review and analyze incoming Resolutions for accuracy and compliance including scanning draft Resolutions into a FileNet database, log final Resolutions into an Access database, completing a review checklist to determine if the Resolution meets acceptable criteria and identifying errors.
o Review Elected and Appointed Officials Reporting documentation including member folders to ensure the contents match what the employer is reporting. Specifically, compare the service credit data certified on these Resolutions with what the employer submits on their monthly reports to ensure that service credit is reasonable and accurate.
o Make written and verbal contact with members and employers to obtain accurate and complete membership data, which includes preparing and sending letters to employers and members to make necessary corrections.
o Work with the employer and affected Bureaus to identify reasons for discrepancies and facilitate corrective actions with other Bureaus within in the Division, such as the Member and Employer Services Bureau.

• Inquires, Referrals, Quality Assurance Reviews
o Participate in cross-bureau coordination and “matrix supervision” of all levels of staff across the Division including operational Bureaus, Legal and Executive units, to resolve unprecedented, difficult, or complex issues.
o Prepare correspondences to and communicate by telephone with employers and members to obtain and review information that is needed for determining member status, the accuracy of reporting and communicate information to assist higher-level staff in drawing conclusions.
o Contribute ideas for innovative solutions to the uniquely complex cases processed by the Bureau.
o Work with all levels of staff Division-wide to resolve unprecedented, difficult, or complex issues through cross-bureau coordination of Bureau and Division staff.
o Participate in working with staff from various Bureaus in the System to resolve discrepancies.
o Gather data from System databases regarding unique and troublesome cases to assist Bureau auditors with investigating the issues, developing corrective action plans, and facilitating the correction of errors in System data if necessary.
o Work with management to conduct quality assurance reviews.
o Work with supervisor(s) to develop parameters for queries for the purpose of Quality Assurance reviews.
o Analyze and review documentation and case work completed in the New York State & Local Retirement Systems (NYSLRS) portal by other bureaus/units.
o Assist in offering productive recommendations to improve business processes.
o Gather and review data from System databases regarding external audit findings and assist higher-level staff and Bureau auditors with investigating the issues, developing corrective action plans, and facilitating the correction of errors in System data if necessary.

• Internal and External Knowledge Sharing & Training
o Develop and maintain a thorough understanding of all of the Division’s processes including membership, retirement, arrears, tier reinstatement, and benefit calculations and be able to apply this knowledge to identifying errors and alerting management to systematic problems that cause errors.
o Develop and maintain historical knowledge related to the Retirement System’s policies and procedures.
o Communicate with staff in units impacted by Quality Assurance reviews and learn their procedures.
o Develop and maintain a thorough knowledge of the Retirement and Social Security Law (RSSL), New York State Code Rules and Regulations (NYCRR), policies and procedures that govern the Retirement System.
o Develop and maintain a good working knowledge of applicable databases including the NYSLRS portal, MEBEL, Elected and Appointed Official Reporting (EAOR) and Independent Contractor versus Employee (ICE) Redesign Portal.
o Contribute to the Bureau’s efforts to determine the nature of complex problems, diagnose causes, and develop solutions.
o Participate in PIB’s training initiative to assist employers who are not in compliance with Regulation 315.4. Training initiatives may include participation at a local government conference, webinar, or an on-site visit at a municipality.
o Develop and maintain skills needed to identify discrepancies and communicate recommendations for corrective actions to management.


• Independent Contractor versus Employee (ICE) Reviews
o Review and collect necessary documents to close open ICE cases.
o Identify potential ICE cases.
o Correspond with employers and employees to obtain necessary information and documents.
o Review documentation obtained by the Employees Retirement System Examiner 2 staff and request additional information that might be needed for a thorough review.
o Research and prepare documents for Executive and other levels of review to identify potentially inappropriate service credit.
o Gather documents and information from System databases and summarize findings in a format useful to management for the development of a corrective action plan and facilitate the correction of errors in System data, if necessary.
