Minimum Qualifications CURRENT STATE EMPLOYEES:
Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 11 or above and eligible for transfer under Section 70.1, 70.4, or 52.6 of the Civil Service Law.
70.4 Transfer: Candidates must have one year of permanent competitive or 55b/c service at the Grade 11 or above AND possession of a bachelor’s degree; AND standing on the Professional Careers Opportunities (PCO) or Public Administration Traineeship Transition (PATT) eligible lists.
PCO Candidates: Individuals with a score of 100 or above on the Professional Career Opportunities (PCO) eligible list are encouraged to apply.
Successful completion of a two-year traineeship leads to appointment as an Administrative Specialist 1, SG-18.

Successful completion of two-year traineeship leads to appointment as an Administrative Specialist 1, SG-18.
Duties Description Duties included but not limited to:
• Provide administrative support to the Chief Financial Officer (CFO) and the Director of F&A (Director).
• Serve as a Business Unit Personnel Coordinator for Executive and Senior F&A staff.
• Oversee human resources activities including preparing requests to fill, duties, descriptions, and justifications; tracking recruitments, probations, evaluations, and trainings; conducting interviews; and similar tasks.
• Clarify and interpret policies and procedures and assures policies and procedures are available for and sent to affected individuals and programs.
• Assist with the development, review, editing, and publication of policy and procedure manuals, and official correspondence.
• Conduct special studies and research about issues and programs.
• Evaluate proposed policies, legislation, position papers, and management proposals.
• Prepare reports, written analysis, and recommendations describing impact, potential benefits, and problems.
• Administer the Freedom of Information Act by reviewing requests for information, locating material requested, and determining if it is available to the public in accordance with the law, and forwarding the material to the requestor.
• Administer and oversee communications by preparing and tracking correspondence and answering questions from staff, the public, and elected and appointed officials.
• Coordinate distribution of communications from OGS F&A Executive Leadership.
• Answer telephones, transfer calls, take messages, and provide information to callers and staff in a professional manner; develops protocols for other F&A administrative staff to follow.
• Represent executive and management staff at meetings, hearings, and conferences, and on committees.
• Interact with customers, clients, and colleagues in a courteous and professional manner.
• Schedule and manage appointments, meetings, and other events for the CFO and the Director.
• Schedule and manage travel for the CFO and the Director.
• Prepare and distribute various correspondence, meeting notes, and reports.
• Utilize program databases, applications, SharePoint sites and Microsoft Office Suite.
• Track and coordinate program assignments.
• Oversee the maintenance of F&A’s SharePoint site(s), Intranet, and Internet pages.
• Oversee the monitoring and tracking of shared email mailboxes and electronic fax.
• Oversee and ensure staff create, organize, and maintain office files.
• Ensure confidentiality of privileged and sensitive material.
• Perform tasks in an efficient, timely, and safe manner.
• Perform the full range of supervisory activities.
• Perform other duties and special projects as required and/or assigned by the CFO and Director.
