Minimum Qualifications Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 25 or above and eligible for transfer under Section 52.6 of the Civil Service Law.

Substitutions: A Master’s degree in Accounting, Analytics, Business Administration, Business Management, Communications, Economics, Finance, Statistics, Biology, Microbiology, Chemical Engineering, Agriculture, Horticulture, Management and Administration, Plant Sciences, Epidemiology, Health Administration, Health Policy, Public Health, Public Administration, Public Policy, Political Science, Psychology, Sociology, Urban Studies, or Criminal Justice may substitute for an additional year of experience.

Duties Description Reporting to the Deputy Director for Economic Development Policy and Research, the incumbent will function as the Economic Development Coordinator supporting strategic planning, implementation, and evaluation of the Office’s small business, Social and Economic Equity, and economic development programs. The Economic Development Coordinator is a collaborative thought partner across teams, State agencies, and external stakeholders, using qualitative and quantitative research to inform program operations and strategy and ensuring alignment with the Office’s economic development and social equity goals. The Economic Development Coordinator provides constant analysis of the Office’s Social and Economic Equity and economic development programs and monitors changes in the local, state, and federal landscape so the Office may continue effectively serving the needs of relevant target audiences.
Preferred Qualifications/Experience:
The preferred candidate will have experience working with community voices; understanding the priorities and concerns of marginalized groups; executing rollout of big ideas; reviewing information for completeness and accuracy; attention to detail; experience using Microsoft and other online computer programs, and ability to work independently as well as part of a team and prioritize workload.
Duties include, but are not limited to:
• Identify, conduct, and support outreach and education efforts to educate marginalized communities, practitioners, consumers, patients, and other stakeholders.
• Connect applicants with technical assistance and other training resources
• Monitor and evaluate the effectiveness of community outreach
• Coordinate special events, such as stakeholder engagement and community outreach, including the convening of specialty interest groups.
• Research, evaluate, and develop/update presentations, brochures, letters, FAQ’s, website content, shared mailbox responses and other communications to support the Office of Cannabis Management.
• Manage large scale research projects related to the Office’s Social and Economic Equity and economic and workforce development programs.
• Research and analyze relevant social and economic equity programs to ensure State programs are informed by best practices in other jurisdictions.
• Establish key performance indicators for the Office’s economic development programs and coordinate with State and external partners to ensure collection of economic development and Social and Economic Equity program data.
• Promote strategic planning of the Office’s economic development programs, workforce development initiatives, business technical assistance services, and Social and Economic Equity plan.
• Liaise with Office teams, State, local agencies, nonprofit and economic development organizations, and industry professionals in New York State to further define and resolve problems which are barriers to small and Social and Economic Equity businesses in the cannabis sector in New York State.
• Analyze and evaluate the Office of Cannabis Management’s continued compliance with the social and economic equity plan, as required by law, and support drafting of any public materials and reports based on the program performance.
• Inform communities impacted by cannabis prohibition with information detailing the licensing process and marketing the Office’s economic development and workforce development resources to qualified individuals and entities interested in participating in the industry.
• Perform full range of supervisory functions.
