70.1 Transfer:

52.6 Transfer:
For a 52.6 transfer to this title, you must have one year of permanent competitive service in an approved 52.6 title allocated to a salary grade 21 or above.

70.4 Transfer:
For a 70.4 transfer to this title, you must:
• have one year of permanent competitive service in a position allocated to a SG-21 or above; and

• not have failed the last promotion or open competitive examination for this title; and

Duties Description Technical Maintenance and Oversight
• Create and maintain system documentation, as well as diagram the infrastructure of entire systems.
• Collaborate and actively participate with other Chief Information Office (CIO) units to troubleshoot problems within the Office of the State Comptroller’s (OSC) infrastructure.
• Support and maintain processes developed to automate, deploy, and/or support services offered by the Internet Services Administration (ISA) unit.
• Monitor and complete routine health checks of supported software.
• Administer software user management for supported applications.
• Apply security fixes and feature packs on regularly scheduled intervals for all ISA supported software.
• Create and manage detailed plans used for software upgrades.
• Manage software initiatives and policies.
• Oversee software design, installation, configuration, and performance of new software installations as well as upgrades to current systems.
• Create, modify, maintain scripts, plan, and coordinate the scheduling of scripts.
• Provide on-call support for nightly batch processing.
• Ensure previous night’s batch processing results are reviewed each morning, resolving any outstanding issues.
• Coordinate problem resolution between teams.

Collaboration and Communication
• Collaborate and communicate with staff/teams across the organization to ensure OSC objectives and customer needs are adequately addressed.
• Communicate the status of assignments and projects, issues/resolutions, significant decisions, pending matters and conflicting priorities to management.
• Provide recommendations to management regarding organizational initiatives.

Supervision
• Plan and supervise the activities of subordinate staff to ensure ISA duties are performed accurately and timely according to established priorities and division goals/strategies.
• Direct and supervise staff by communicating objectives and expectations, allocating resources, assigning tasks/projects, reviewing progress/deliverables, providing constructive feedback, etc.
• Prepare and deliver timely and detailed performance reviews.
• Review and approve required administrative records (timecards, TDS entries, telecommuting journals, etc.).
• Encourage professional development for team members and develop training plans that will enhance the team’s ability to deliver solutions.
• Provide staff with training opportunities including, but not limited to on-the-job training, vendor sponsored events and formal outside training.
• Oversee development of subordinate staff through knowledge transfer across the team.
• Lead staff to promote collaboration within the organization.
• Address personnel and performance issues timely and with discretion.

Additional Comments Knowledge, Skills and Abilities:
• Demonstrated experience in IIS (Internet Information Services) (1 year to 2 years).
• Demonstrated experience including, but not limited to:
o AIX
o Linux
o RedHat
o Windows
• Demonstrated experience installing and upgrading enterprise application server software.
• Demonstrated experience in UNIX Shell Scripting, Hypertext Preprocessor (PHP), Practical Extraction and Report Language (PERL), or JavaScript is desirable.
• Demonstrated experience in analysis, design, and the ability to interact with both technical and business staff, including vendors.
• Experience should include, but not be limited to:
o Participating and/or facilitating in the design, technical analysis, and implementation of automated systems.
o Translating business requirements into technical specifications including flowcharts and technical diagrams.
o Experience with unit testing and facilitating user acceptance testing with business customers.
• Demonstrated experience with File Transfer Process (FTP) protocols and methodologies.
• Demonstrated experience in troubleshooting enterprise systems and determining where issues exist within system architectures.
• Demonstrated ability to transfer knowledge associated with technical and time management skills.
• Demonstrated ability to interact appropriately with users and understand the organizational structure.
