Duties Description Procurement
CMS 1 will work with a team led by a Contract Management Specialist 2 (or higher) in conducting procurements. CMS 1 will complete procurement-related activities, including:
• Assist supervisor in facilitating the procurement of commodities, services, and technology in accordance with New York State procurement laws, regulations, policies, and procedures.
• Assist in drafting and editing various solicitation documents, including contract reporter advertisements, invitation for bids, request for proposals, requests for qualifications, and solicitations of interest to ensure the documents clearly and accurately detail the commodities, services, and technology required and comply with procurement laws, regulations, policies, and procedures.
• Assist in drafting and editing various contract documents, including competitively awarded contracts, single/sole source contracts, and discretionary contracts.
• Assist in administering the procurement process for competitive and discretionary procurements.
• Assist in drafting procurement evaluation documents.
• Review procurement evaluations for accuracy, completeness, and reasonableness.
• Conduct vendor responsibility reviews, prepare required documentation, and communicate with vendors to address outstanding issues.
• Assemble procurement records and coordinate the submission of such records to the NYS Attorney General and OSC Bureau of Contracts for review and approval.
• Update and maintain both physical and electronic records, including procurement records and Access databases.
• Develop a thorough knowledge of procurement laws, regulations, policies, and procedures, including but not limited to New York State Finance Law and Procurement Council Guidelines.
• Perform other procurement-related activities as assigned.

SFS System Analysis, Budget Planning, and Invoicing
• Process transactions in the State Financial System (SFS), including contract requisitions, amendments, and purchase orders.
• Develop and run queries as needed in SFS and use queried information to manage workload and monitor contract expenditures.
• Assist supervisor in calculating anticipated contract expenditures and monitor such expenditures throughout the year, including fiscal year closeout.
• Assist supervisor in addressing SFS or invoicing-related issues as they arise.
• Perform other SFS system analysis, budget planning, and invoicing-related activities as assigned.

FOIL Responses, Procedure Development, and Other Activities
• Review and redact agency records in response to Freedom of Information Law (FOIL) requests.
• Assist in drafting and editing of procurement procedures.
• Assist in preparing procurement-related reports as required.
• Assist with special projects as requested by the supervisor, Contracts Team Manager, and/or Assistant Director.
