Duties Description An Environmental Program Specialist 1 with the Bureau of Stationary Sources Enforcement Section is responsible for supporting the Division of Air Resource’s (DAR) stationary source enforcement program. This program works closely with the stationary source permitting program to address violations of air pollution control permits and regulations occurring across the state.
Typical duties include providing technical assistance to DAR staff with the development of warning notices, notices of violation, and enforcement cases for a variety of air pollution issues such as excess air emissions, improper operation of equipment, and recordkeeping and reporting deficiencies.
Responsibilities include, but are not limited to:
• Maintaining DAR’s database of stationary source compliance and enforcement data and ensuring its accuracy.
• Ensuring DAR meets federal reporting requirements and minimum data requirements.
• Compiling compliance and enforcement data and writing reports based on that data.
• Analyzing compliance and enforcement data to identify areas in need of improvement and working with supervisor and other DAR staff to improve the program.
• Providing accurate and timely responses to inquiries from the regulated community, DEC staff, and the United States Environmental Protection Agency (USEPA).
• Collaborating with DAR, DEC, and USEPA staff to ensure the proper implementation of state and federal enforcement policies and directives.
• Developing, implementing, and analyzing programs to improve the accuracy and timeliness of compliance and enforcement data.
• Participating in regional and national discussions with USEPA and other groups regarding enforcement data and other related topics.
• Assisting other DAR staff with additional projects as directed.
Essential Functions:
• Strong verbal and written communication skills and ability to present information and results.
• Able to possess and broaden working knowledge of technology intensive, mandatory programs, including an understanding of technical documents.
• Able to travel to meetings and outside conferences as required. Able to represent Bureau/Division at meetings and conferences.
• Ability to work independently and professionally.
• Capable of dealing effectively with the public, government, vendors, consultants, and other outside entities.
• Able to understand and manipulate higher level computer software programs.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Travel may be required. Overtime may be required. Overnight travel may be required.
