Minimum Qualifications Open to NYS employees with one year of permanent, competitive service as an Associate Budgeting Analyst, G-23. Also open to New York State employees with one year of permanent competitive service at the G-21 level or above who are in titles approved for transfer under Section 52.6 or 70.1 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Duties Description Under the direction of a Supervising Budgeting Analyst, SG-25, the incumbent will be assigned to the Finance Budget Unit and will support various financial, accounting and procurement processes and methodologies. Please note there are multiple vacancies that may be filled from this posting.
Duties include, but are not limited to:
• Review and enter budget journals (including SEG, APPROP & Trk2) into the Statewide Financial System (SFS).
• Prepare Weekly Financial Reports.
• Submit and track Request to Fills (RTFs) using Civil Services' NYSTEP system.
• Manage Pool Code IDs/Pool Code ID maintenance in the OSC's PAYSRV system and Full Time Equivalent (FTE) Reporting.
• Manage and maintain the Chart of Accounts (COA) and provide guidance/training on ITS Chart of Accounts usage/structure.
• Participate in various workgroups (i.e. COA, SFS).
• Collaborate with related ITS divisions, ITS Portfolios, OGS Business Service Center (BSC).
• Resolve State Financial System (SFS) budget errors and respond to inquiries from the BSC and NYS Agencies.
• Assist with the development of the agency's annual State Budget Request (SBR) for submission to the Division of Budget (DOB).
• Monitor and maintain spending plans and encumbrances pursuant to levels established in the enacted State Budget and in coordination with Fiscal Operations.
• Monitor and analyze agency revenue and cash spending projections for DOB's review.
• Monitor and analyze non-personal service (NPS) information technology (IT) spending requests.
• Coordinate justifications for B1184 DOB Certification submittals and follow up to secure DOB approvals.
• Provide direction, Financial Management, and policy guidance.
• Conduct extensive evaluations of program goals/objectives and direct adjustments to ensure that each complies with a rapidly changing/expanding agency mission.
• Promote enterprise procurement coordination and efficient management of ITS' resources and assets across Statewide hosted agencies.
• Provide fiscal oversight of Agency/Department/Program spending by maintaining accurate financial record keeping, spending plans, cost allocation controls and budgets, and creating FTE spending reports.
• Prepare fiscal impact analysis of pending and enacted State/Federal legislation, Executive Orders, and program letters, etc.
• Perform duties ancillary to those described above and all other duties necessary to assist and work under general administrative direction of a Supervising Budgeting Analyst.
• Perform the full range of supervisory responsibilities.
Additional Comments Telecommuting up to 50% of schedule and work hours to be discussed at time of interview.
