Minimum Qualifications To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

Candidates must possess a valid New York State Class A or Class B Commercial Driver’s License with no air brake restriction, at the time of appointment and continuously thereafter.

Appointees will be required to satisfactorily complete a “one-person plowing” certification program which The Department of Transportation will offer during the probationary period.

Duties Description Duties include but not limited to:

• Plans, organizes, coordinates and supervises activities of HMS 1's and their crews in the repair, rehabilitation and reconstruction of projects on State highways as well as Snow and Ice operations.

• HMS 2 is responsible for overseeing highway maintenance projects based on job priorities, time requirements, estimated manpower, equipment and materials required to perform specific maintenance activities.

• Arranges for equipment, materials and manpower based on work plans, schedules and operational guidelines.

• Makes assignments, answers questions and provides oral and written instructions to work crews on maintenance activities to be performed.

• Periodically inspects work crews on the job to insure operational, quality and safety guidelines are being followed.

• Inspects highways, guiderail, culverts and related structures to determine maintenance needs and recommends maintenance projects based on findings.

• Maintains daily written records of time and attendance, work progress, materials and equipment used and other records and reports as required.

• As necessary, provides instruction and assistance to work crews to improve effectiveness and increase safety.

• HMS 2's work with considerable independence, are required to use and operate any of the tools and equipment used by crews as need arises, respond to emergency callouts outside of their regular work hours and have frequent communications with work crews, Resident Engineer, Assistant Resident Engineer and the public.

• HMS 2’s are expected to respond and provide assistance with coordination of frequent NY Response equipment /material move requests.

• Responsible for snow and ice removal operations of the Residency requiring coverage of shifts and emergency callouts during shift responsibility; HMS2’s have primary responsibility for all aspects of the evaluation and mentoring process for all personnel that they supervise.

• The HMS2 must be prepared for and capable at interacting directly with the public in response to their complaints, concerns, and questions.

• The HMS2 is responsible for keeping the RE/ARE informed of requests/needs for equipment training.

• Job skill requirements include but are not limited to: knowledge of methods, equipment and materials for highway maintenance operations; supervisory methods and practices; highway maintenance operational guidelines and safety manual; supervise and instruct crews; use and operate tools and equipment; understand and carry out oral and written instructions; plan, organize and schedule highway maintenance projects, use of Microsoft Word, Outlook, and Excel, use of the Winter Travel Advisory, Storm Operation Status, Snomat, Maintenance Manager System (MMS) and Statewide Emergency Event Resource Tracking System (SEERT).

Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.

Additional Comments **The starting salary for this position is $63,714-$75,278. This amount is comprised of the base salary of $54,714-$66,278 with an additional geographic pay differential of $9,000, specific to this title and location.

*Telecommuting: The Department’s current telecommuting agreement is valid through January 31, 2023 and is subject to extension beyond that date.
