Minimum Qualifications MINIMUM QUALIFICATIONS:

Candidates must be reachable for appointment on the current Civil Service Eligible List.

OR

Transfer: Candidates must have permanent competitive status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4 or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

*The position may be filled at the Adminstrative Analyst Trainee 1 level equated to SG-13, ($46,529) Administrative Analyst Trainee 2 level equated to SG-14 ($49,202) or full performance Senior Administrative Analyst, SG-18 ($61,270) based on education and experience. Candidates hired at the trainee level will be advanced to the full performance Senior Administrative Analyst, SG-18 following the successful completion of the traineeship.

Duties Description POSITION DESCRIPTION:
As a Senior Administrative Analyst, you would conduct management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, conduct data analysis, and develop internal controls. They evaluate and develop recommendations to improve program operations and effectiveness, and design and update procedure manuals, forms, and policy.


PRIMARY DUTIES AND RESPONSIBILITIES:

Responsibilities of the Senior Administrative Analyst may include, but are not limited to, the following:

• Develop EHR training for new, temporary, and existing staff as needed; assist existing employees as the system is updated or modified and provide new materials to staff transitioning into a different job role.
• Customize training materials to meet the needs of OPWDD and modify the training materials by discipline when necessary.
• Assist with user role assignments once authorization is provided; remove authorization for staff as job role changes or employment status changes.
• Support assignment of log-in information for the individual portal; direct calls to the OPWDD IT help desk when necessary.
• Provide help desk support to end users assisting them with log in issues, questions about the EHR, identification of possible bugs, or system issues. Send tickets to EHR vendor for identified issues.
• Conduct reviews of the EHR system and program evaluations in order to analyze the need for updates, changes or recommendations, by acting as a liaison with the DDSOs; provide technical assistance to program managers as needed.
• Collect data from those employees who use the EHR system, by interviewing and providing questionnaires regarding usefulness, knowledge, new ideas for modifications, etc., and develop work plan based on information received; ensure correct use of solution by reviewing others’ work and entries into the system.

• Prepare periodic written reports and charts on the status of changes to the system, and recommendations for management’s review.
• Provide ongoing monitoring of the solution to identify potential weaknesses or areas for improvement, review management and end-user reports on the use of the system and its features.
• Verify that activities and information tracked in the EHR are sufficient and in compliance with applicable Federal, State and OPWDD rules and regulations.
• Conduct audit reports as needed.
• Participate in various workgroups, representing field users, for the purpose of continuous quality improvement; communicate concerns or suggestions from the field.
• May be required to travel to assigned DDSOs and homes where employees use the EHR, to assist with technical issues, difficulties, or questions about the system.
