Minimum Qualifications Current NYS employee with one year or more of permanent or contingent-permanent competitive service as a Program Research Specialist 2 (HSA), G18, OR in a position allocated to a G16 or higher and eligible for transfer via Sections 52.6 or 70.4 of the Civil Service Law, OR in a position allocated to a G11 or higher and eligible for transfer to a Program Research Specialist Trainee 1 or Trainee 2 leading to the G18 level under Section 52.6 or 70.4 of the Civil Service Law OR as a Program Aide G13 and eligible for transfer to the G13 Trainee level via Section 70.1 of the Civil Service Law. Transfer candidates applying via 70.4 to the G18 level must also possess a Bachelor’s degree and nine (9) graduate or undergraduate college credit hours in statistics, economics, econometrics, research methods, data analysis, or data modeling AND two years of subsequent professional research experience in the collection and evaluation of quantitative data directed toward review and analysis of program operations. Transfer candidates applying via 70.4 to the G13 Trainee level need only to possess the bachelor’s degree and nine (9) credit hours described above; candidates applying via 70.1 to the G13 Trainee level need only to possess the nine (9) credit hours described above.

Preferred Qualifications: 1. Proficient with Standard Query Language (SQL), Crystal Reports and SAS data analysis software. 2. Adept at integrating information from multiple data sources into one written report or tabulation. 3. Experience with the medical conduct process, medical malpractice and NYS Physician Profile. 4. Strong written and verbal communication, interpersonal and analytical skills. 5. Experience writing or summarizing policies and procedures. 6. Strong attention to detail.

Duties Description Under the general direction of a Program Research Specialist 2, the Program Research Specialist 1 will be responsible for collecting, analyzing, evaluating, and reporting on specific areas related to professional medical misconduct and medical malpractice and the associated public health law, education law and insurance law. Duties include, but are not limited to, the following: 1.   Produce routine and special reports for the Director’s Office and Regional Office managers on misconduct issues; performance measures; complaint sources; current caseloads, regional office and individual staff productivity reports; yearly comparisons of data and timeline comparisons for the completion of investigations and case adjudication. 2. Monitor the Statewide collection of program related data and makes recommendations to the Unit Director as to how and what information needs to be collected for existing and new initiatives. 3. Answer daily correspondence from data reporters regarding the Medical Malpractice Data Collection System (MMDCS). 4. Prepare and send monthly data extracts of closed claims and the semi-annual error reports on claims for all reporting entities. 5. Work with insurance companies, hospitals, and reporters to identify administrators, coordinators and reporting staff for the Health Commerce System (HCS) and MMDCS. Train new reporters on how to enter data. 6. Collect and process data from varying sources including systems managed internally and externally, and published and unpublished agency statistics and records. 7. Package results of data collection into a comprehensive, accurate and appropriate written report to requestor including investigative staff, administrative staff vetting individuals and external requestors, providing only relevant information requested. 8. Compile written reports and correspondence as necessary, including written recommendations based on evaluation findings. 9. Manage projects for special studies, including creating and managing databases, follow-up, tracking status, and establishing and maintaining time tables as needed. 10. Assists Central Office and Regional Office staff with additional duties as necessary.
