Transfer:
Candidates must have permanent competitive status in the Project Manager 3 title and be eligible for lateral transfer; OR be eligible to transfer via Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.
Duties Description The Office for People With Developmental Disabilities (OPWDD) Office of Strategic Initiatives (OSI) is seeking a Project Manager 3
to be responsible for initiating and managing complex projects of strategic importance to OPWDD's service system. The
incumbent will be responsible for directing and/or managing various projects, project phases or project components; various
deliverables; and related activities to ensure efficient and effective internal and external communication and overall support to
facilitate achievement of major agency projects and deliverables. Responsibilities include but are not limited to the following:
-Manage multiple complex agency-wide projects or components of projects (including eFMAP implementation and Service Access
Management (SAM) Project Implementation) on behalf of OPWDD's executive leadership;
-Supervise staff involved in providing support and coordination to various OPWDD projects;
-Provide coaching, training and internal consulting services to OPWDD's leadership team and program staff throughout OPWDD in
overseeing projects within various OPWDD Divisions and cross divisional efforts;
-Manage OSI's project portfolio;
-Facilitate internal and external meetings of project teams;
-Coordinate and facilitate internal and external stakeholder feedback sessions or forums as appropriate to project goals and
outcomes;
-Plan and organize various activities and tasks and supervise staff engaged in the support of strategic priorities;
-Coordinate/facilitate and/or participate in needed meetings; develop content understanding; prepare meeting documentation timely; develop scope documents; workplans and timelines; track timelines and develop status updates; communicate with team members effectively; and follow-up to support various initiatives and supervise assigned staff in these duties;
-Perform research and analysis of information and related activities as needed to manage OPWDD priorities;
-Manage, edit and track applicable deliverables and work products, involving all relevant subject matter experts;
-Identify and utilize subject matter experts within OPWDD and NYS as well as external stakeholders to inform projects and deliverables;
-Develop, review and/or update and implement policy, memos, manuals, PowerPoints, and other written communication materials;
-Develop working knowledge of OPWDD programs and processes, regulations, areas supported by OSI including OPWDD's 5.07 Comprehensive Planning Process and other content for which OSI is responsible;
-Use Microsoft Office including PowerPoint, Excel, Word, Project, and Access as needed to complete deliverables; and,
-Other duties as needed.
