Minimum Qualifications 52.6 TRANSFER QUALIFICATIONS:
One year of permanent, contingent permanent, or 55 B/C service allocated to a Grade 21 or higher eligible for transfer and determined to be administrative by Civil Service.

PREFERRED QUALIFICATIONS:

Prior Labor Relations experience, or prior experience in dealing with employee misconduct and/or performance issues.

Duties Description The Human Resources Specialist 2 (Labor Relations) duties will include but are not limited to the following:
• Advise supervisors at all levels, both orally and in writing, in relation to counseling, discipline, grievance and performance evaluation procedures.
• Advise department on the appropriate means for dealing with operational and/or employee behavior problems.
• Interpret the terms of negotiated agreements, department policies, attendance rules and Civil Service law as they may apply to the situation. Advice may include recommendations for counseling or discipline, a referral to EHS or EAP, or other action as appropriate.
• Perform fact-finding activities in relation to employee grievances and disciplinary cases, draft disciplinary charges, conduct agency level hearings, monitor the timely processing of grievances, and prepare an agency level decision.
• Conduct investigations by using interviewing and interrogation techniques.
• Prepare notices of discipline in accordance with employee contracts.
• Work constructively with managers and union officials in both informal problem resolution forums and in formal labor/management meetings.
• Attempt to resolve problems at the lowest possible level. Advise first step reviewers on the appropriate response to formal grievances.
• Conduct second step grievance meetings and writing decisions. Assist OER in obtaining information as requested. Interpret negotiated agreements, applicable laws, rules and regulations, and department policies. Make sound recommendations to managers and supervisors in relation to the above.
• Review appropriateness of unsatisfactory performance evaluations and answer questions across the program and union spectrum about the general evaluation process as well as individual evaluations. Work with supervisors to prepare appropriate evaluations and to address employee rebuttals.
• Collect and analyze information from managers that support referrals to Employee Health Services for fitness-for-duty examinations.
• Collect and analyze information and provide guidance to managers as needed regarding special projects as assigned.
• Perform other duties as assigned.
