Minimum Qualifications Candidates must be reachable on the Civil Service eligible list for Human Resources Specialist 2 OR have one year of permanent competitive service in a title eligible for transfer via Section 52.6 of the Civil Service Law.

Duties Description The NYS Canal Corporation, a subsidiary of the NY Power Authority (NYPA), is seeking Human Resources Specialist 2 (HRS 2) candidates for the Office of Human Resources. The Canal Corporation is comprised of nearly 500 permanent employees and nearly 200 seasonal employees who support the operation, maintenance, engineering, and administration of the 524 miles of Canalways.

The incumbent of this position will provide the full range of personnel services relating to employee benefits for Canal managers, supervisors, and employees (permanent and seasonal). The position will lead the Canal’s Benefits Team and perform the following duties:

• As the Health Benefits Administrator (HBA), provide oversight and administration of Canal employee benefits, including but not limited to:

• develop and conduct training related to benefits programs
• initial employee enrollment
• M/C vision/dental
• Employee Benefit Fund
• Survivor Death Benefit
• FSA enrollment
• option transfer period
• all other health insurance changes
• deferred compensation changes and updates
• pre-retirement counseling for benefit enrollment

• Coordinate Canal’s payroll and salary administration functions with NYPA Payroll staff.

• Manage and direct leaves, time and attendance, tuition reimbursement, annual performance reviews, and employee recognition.

• Assist the Director of HR with special projects.

• Supervise a subordinate HR Specialist assigned to the benefits team.

• Perform a variety of other HR duties as assigned.

The ideal candidate will be fully versed in NYSHIP/NYBEAS practices and operations; be able to administer contractual and M/C requirements; be able to work both independently and effectively as part of a team in addressing human resource management issues; and be customer focused. Additionally, the candidate should possess excellent communication skills, both oral and written. Proficiency in Excel, PowerPoint and Visio, are a plus.
