Minimum Qualifications Reachable on the Human Resources Specialist 4 (Testing) eligible list (Department of Civil Service Employees only) OR eligible for a 52.6 transfer.

Duties Description This position will be in the Test Development Group 2. This section includes two units involved in developing civil service tests to select individuals for State and Local government positions in New York State in three broad occupational areas: Engineering, Mechanical, and Environmental. Duties include, but are not limited to, the following:

• Overseeing the development of civil service tests. Test development includes planning, preparing, and evaluating tests using a variety of formats, which may include multiple-choice, evaluation of training and experience, job simulation exercise, constructed response, performance, and others; collecting and analyzing job information; developing and documenting appropriate test plans; writing, editing, reviewing, and proofing test material; analyzing test results and preparing scoring recommendations.

• Providing direct supervision to unit supervisors and staff, assigning and reviewing staff work; developing and evaluating staff; and coordinating unit work in line with the division’s program.

Additional Comments NOTE ON TELECOMMUTING: DCS employees may be approved for a maximum of 50% telecommuting, however, they are required to apply and obtain approval through management in accordance with DCS Telecommuting Program Guidelines.
