Minimum Qualifications Reachable on the Department of Civil Service eligible list for Payroll Examiner 3 OR Eligible for transfer under Section 70.1 of the Civil Service Law by having one year permanent or contingent permanent service in an eligible title for transfer. Eligible titles for transfer include: Head Account Clerk, HR Spec 1, HR Spec 1 LR, Payroll Analyst 1, Senr Budgeting Analyst.
Duties Description Reporting to an Associate Director of Human Resources 1, the incumbent will perform a full range of payroll processing tasks and activities for more than 1,800 Department of Law employees. Specific duties include:
•Ensure that payroll is entered and processed in HRIS and transmitted to PayServ. This includes, but is not limited to, new hires, separations, promotions, leaves, etc.
•Process additional PayServ transactions involving but not limited to retirement enrollment, arrears, location pay, time entry adjustments pay pool updates, etc.
•Review and follow up on all corrections or errors cited by OSC and resolve any discrepancies.
•Set up and track overpayments made to current employees.
•Respond to inquiries from agency staff regarding all payroll issues including misplaced or stolen check, W-2, etc.
•Respond to Department of Labor Unemployment Insurance inquiries.
•Review PayServ bulletins and take necessary action.
•Act as liaison to OSC and the Budget & Fiscal Management Bureau.
•Supervise Payroll Assistant in Payroll processing duties including the administration of Student Payroll.
•Oversee and assist Payroll Assistant with the completion of employment verifications.
•Regularly run various payroll reports and take steps to make changes as necessary, such as social security verification, address changes, etc.
•Act as backup to Program Aide who updates HRIS and NYSTEP.
•Complete various forms including but not limited to: Check Reversal Request (AC-230), Request for Payroll Check Stop Payment (AC-3340), Report of Check Exchange (AC-1476) and submit to OSC for processing.
•Make necessary updates to HRIS, including but not limited to: mass salary increases, performance advances for competitive and exempt employees, payroll data changes and item information changes.
•Complete the Statement of Accrued Payments and Leave credit form (RS 6221) on NYSLRS Online for retired employees
•Other duties and projects as assigned.
