Duties Description The New York State Office of Mental Health (OMH) is recruiting to fill a Director, Bureau of Emergency Preparedness & Response, G-25, position assigned to the Office of Planning, Bureau of Emergency Preparedness & Response. Under the direct supervision of the Director of the OMH Planning Office, the incumbent will have overall responsibility for coordination of the Agency’s preparation for, response to, and recovery from emergency situations to ensure continuity of operations and related critical functions. The incumbent will assume the critical role of OMH’s executive liaison contact for OMH Central Office, Field Offices, Psychiatric Centers and local mental health providers for any issues relating to emergency preparedness, disaster mental health, and emergency response. In addition, the incumbent will ensure that agency operations remain in compliance with all disaster preparedness policies, procedures and regulations.

Specific duties to be performed may include, but are not limited to, the following:

Interagency Coordination
• Represent OMH in planning and response activities with Emergency Management entities on State, Regional, and Local levels.
• Establish and maintain ongoing relationships with DHSES/NYSOEM, FEMA, Red Cross and other Federal, State and local public and private entities with a stake in disaster preparedness and response.
• Provide technical planning assistance to State and local government and licensed agencies in the development of disaster preparedness and emergency response plans.
• Negotiate and finalize statements of understanding with the American Red Cross, Salvation Army, Federal and Local Government agencies and other entities.
• Attend regional and Federal trainings at FEMA Emergency Management and other sponsored trainings on emergency operations and responding to various threats.

Emergency Planning and Preparedness
• Develop and implement planning strategies which ensure that departments and facilities are able to continue operation of their mission’s essential functions under a broad range of circumstances including all-hazard emergencies as well as natural, man-made, technological threats, and national security emergencies.
• Lead the expansion and maintenance of agency emergency management policies and procedure, such as the Continuity of Operations Plan (COOP).
• Enhance and maintain knowledge of disaster preparedness programs and protocols to improve operational efficiency and effectiveness. Continuously update knowledge of federal requirements and transmit them to staff and stakeholders in a comprehensive format.
• Update roles, expectations and definitions for participation in OMH Emergency, Crisis, and Disaster Response Teams.
• Maintain compliance with National Incident Management System.
• Responsible for all aspects of the operation of the OMH Departmental Operations Center (DOC) including the following: having the DOC ready to activate at any time, assisting with the operation of the DOC during an activation, and making sure all is in place after an activation is complete.
• Develop an annual Bureau of Emergency Preparedness & Response budget request.
• Prepare progress reports, including technical, fiscal, and resource issues. Meet with executive-level management on an ongoing basis to provide updates and briefings.
• Provide technical guidance and support to stakeholders to achieve and maintain standard compliance and leverage federal funding.
• Participate in Tenant Safety Organization as the OMH Emergency Control Director and a member of the Health and Safety Committee.


Disaster Mental Health Training:
• Coordinate regional Disaster Mental Health (DMH) training initiatives including the scheduling of classes and recruitment of trainers, ensuring all logistical needs are met, and providing necessary record keeping.
• Assist with planning, designing and evaluating curriculum for Disaster Mental Health training programs.
• Maintain a dynamic system of contact information and communication of trained DMH counselors to be utilized in disaster response.
• Coordinate and deliver training and workshops to support OMH volunteers in the NYSEOC and agency DOC.

Emergency Response:
• Direct emergency operations during times of emergency and disaster including 24/7 communication with agency bureaus and divisions, NYSOEM, FEMA, Federal, State and local agencies.
• Coordinate the deployment of Disaster Mental Health counselors in response to a large-scale critical event.
• Prepare and submit applications for Federal funds through available grants and other mechanisms as needed in the weeks and/or months after the index event.
