Minimum Qualifications Bachelor’s degree and eight years of experience* with one or more of the following activities: long-term generation or transmission planning; the administration or participation in solicitations for renewable energy credits or power purchase agreements; or the development of merchant power plants or transmission. Relevant long-term generation or transmission planning experience includes the execution and management of planning studies that leverage capacity expansion planning and production simulation models. Experience with solicitations includes the design and administration of request for proposals for power generation or renewable energy credits with a preference for experience in New York or regions in the United States served by a competitive wholesale power market. Experience as a developer of power generation, or other forms of clean energy infrastructure such as energy storage or public policy transmission projects is also desirable. Candidates must also possess strong managerial and communications skills.

Ideal candidates will have the ability to manage multiple complex projects often with challenging timelines, support strategic initiatives within the Department and in coordination with other state agencies, develop strategies and oversight mechanisms to improve the outcome of renewable energy generation procurement programs delivered through the Commission’s directives. Experience working for or with government and regulatory agencies on clean energy planning issues and policies is strongly preferred. Master’s degree in economics or engineering preferred.

Substitutions: four years of specialized experience or associate’s degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.

Duties Description The Clean Energy Planning Project Director, NS-M5, will lead the planning and oversight of the Clean Energy Standard (CES), and work with Department leadership to develop future programs and policies that are necessary to achieve the renewable and clean energy goals established in New York’s Climate Leadership and Community Protection Act (CLCPA). This position will reside in the Clean Energy & Markets Unit of the Office of Markets and Innovation and will perform duties that include, but are not limited to:
• Providing oversight of the New York State Energy Research & Development Authority (NYSERDA) CES procurements, which include Tier 1 procurements for new renewable generation; Tier 2 contracts that fund maintenance for existing facilities and a competitive procurement of renewable energy credits from existing renewable facilities; Tier 3 existing qualifying nuclear facilities; Tier 4 procurements for resources serving New York City; and procurements for new offshore wind facilities.
• Leading the capacity expansion planning analysis for DPS, which includes the oversight of, and engagement with the Statewide Coordinated Grid Planning Process (CGPP) and additional long-term grid planning efforts carried out by New York State (NYS) agencies.
• Representing DPS and ratepayers in the New York Independent System Operator (NYISO) stakeholder process to develop the 20-year System Resource Outlook, in close collaboration with other DPS offices and NYS agencies.
• Identifying opportunities to align the CES procurement schedules and program requirements with the CGPP; and developing planning techniques that appropriately manage risk born by ratepayers, minimizes ratepayer costs and accelerates infrastructure deployment.
• Developing policies for ratepayer funded programs involving large-scale clean energy resources, including renewable energy and alternative fuels such as green hydrogen and renewable natural gas.
• Representing DPS in cross-agency initiatives involving the deployment of renewable and zero emissions dispatchable generation.
• Overseeing the NYSERDA Clean Energy Fund investments that pertain to the use of alternative fuels in the power sector.
• Actively supporting and contributing to the Wholesale Market Policy and Large Scale and Distributed Resources teams, coaching and training junior staff.

Additional Comments The primary location for this position is either Albany or New York City, New York with at least 10% travel, which may vary depending on location. If the position is filled in New York City location, the salary range above would increase by the Downstate Adjustment of $3,026.
